Investigative Specialist I, Administrative Duties Division - Baltimore Police Department Role Summary:

Assist in investigations conducted and managed by the Baltimore Police Department by performing administrative professional work, including research, evidence documentation, analysis, and reporting.

Salary Range:

$53,409.00 - $85,406.00 Annually

Responsibility

Conduct investigative research

Document areas of violation, collect and preserve case evidence

Analyze case documentation including audio‑taped statements, photographs, payroll records, daily activity sheets, criminal databases, intelligence reports, and police incident reports

Recommend appropriate investigative course of action

Conduct preliminary case interviews

Perform weekly statistical analysis of all cases

Draft all case correspondences upon completion of investigation

Perform related duties as required

Minimum Qualifications

On or before the date of filing, each candidate must:

Education:

Have a bachelor’s degree from an accredited institution of higher education, with focus on Criminal Justice or a related field, OR a High School Diploma/GED

Experience:

Two years of experience working as an investigator in any function, including but not limited to criminal, civil, environmental, housing, code violations, or performing administrative audits and inspections. An additional year of education at an accredited college or university with focus on Criminal Justice or a related field may substitute for six months of experience requirement

License:

Have a valid Class C Non‑commercial driver’s license or an equivalent out‑of‑state driver’s license acceptable to the Office of Risk Management

Knowledge, Skills, and Abilities

Knowledge of investigative methods, techniques, practices, and procedures

Skill in conducting investigative interviews and eliciting cooperation of individuals and businesses

Ability to comprehend, interpret and apply rules, regulations and policies relevant to criminal and civil investigations

Ability to maintain confidentiality of sources and records

Ability to communicate effectively, both orally and in writing

Ability to use photographic equipment to photograph and document criminal evidence

Ability to operate motor vehicles safely and effectively

Ability to function in an organization with strict rules and regulations and to complete all mandated phases of entrance level training including classroom, field, and skills training

Background Check Eligible candidates under final consideration for appointments to positions identified as positions of trust will be required to complete authorization for a criminal background check and/or fingerprint.

Probation All selected candidates, including current City employees, must complete a mandatory six‑month probation.

Eligibility Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.

Education Accreditation Applicants’ education must be obtained from an accredited institution. Education credentials obtained outside the U.S. must be evaluated for U.S. equivalency. Evaluation agencies information may be obtained at www.naces.org.
