About The Position The Prince George’s County Fire and Emergency Medical Services (EMS) Department is seeking a high‑level accounting professional to fill the Grants Manager (Accountant 4H) position (Grade H27) in the Grants Management Division. The incumbent performs complex financial, administrative, and supervisory duties with a high degree of independent judgment and initiative. Responsibilities include managing the full life‑cycle of grant administration, from sourcing and applying for funding to award processing, compliance, reporting, and financial monitoring.

Examples of Work

Provides administrative oversight and supervision for the Department’s grants management.

Provides professional/technical advice and support to department heads, management, officials, and staff.

Administers the full life‑cycle process of grants administration in collaboration with the Fiscal Affairs team.

Conducts routine monitoring of grant funding streams relative to the Department’s fiscal budget and spending cycles.

Partners with the Office of Finance and Office of Management and Budget to coordinate grant activities and respond to inquiries for grant information and data.

Oversees grant expenditure tracking and analysis, vehicle fringe benefit accountability, special projects, and other required County expenditure reporting.

Ensures all agency personnel within the program are trained and provided with a program manual outlining policies and procedures of the grants program.

Consults with Department leadership and various County officials as needed to develop yearly forecasts and strategic plans for grant acquisition and alignment.

Reviews and monitors costs reported by the Office of Finance.

Analyzes trends and forecast projections.

Effectively develops and maintains internal automated records, work papers, and reports.

Meets with County management and the audit manager to develop or identify the audit scope and objectives.

Performs other tasks and duties assigned within the general occupational category and responsibility level.

Qualifications Minimum Qualifications

Bachelor’s degree in Accounting, Finance, Quantitative Analysis, Business Administration, or a related field.

Three (3) or more years of professional accounting experience.

At least one (1) year in a lead/supervisory role.

Any equivalent combination of relevant training, education, and experience may also be considered.

Preferred Qualifications

Five (5) years of government accounting experience overseeing grant management and developing grant applications.

Ability to identify and source grant funding opportunities.

Intermediate to advanced knowledge of Microsoft Excel.

Possess active Certified Public Accountant (CPA) certification.

Knowledge of Systems Applications and Products (SAP) or other Enterprise Resource Planning (ERP) platforms.

Knowledge of Generally Accepted Accounting Principles (GAAP).
