The Business Analyst (Business Analyst II) position reports to the Director of Operations, Administrative Applications. The BA performs business analysis work in support of Rapid Application Development (RAD) using the Salesforce platform and in support of the HHSC Grants Management System. This role works closely with business owners through product planning, requirements definition, and delivery cycles for Salesforce solutions and web-based enterprise-wide usage. The BA is the bridge between the customer and the development team. It assists in the analysis of complex technical and business processes, identifying efficiencies and prioritizing needs. It coordinates gathering, development, and documentation of all requirements. The BA works with IT and subject matter experts, helping customers realize business value. This position works under limited supervision with latitude for initiative and independent judgment. Responsible for the creation and validation of system testing. Must be willing to work from an HHS office designated by the hiring manager 3 or more days per week located in Austin, TX. Essential Job Functions

Elicits and oversees the business requirements for the implementation of Salesforce solutions to solve system-wide business requests. When necessary, fulfills the role of the Product Owner to act as the voice of the customer. Represents business needs and communicates them with stakeholders and the development team. Maintains documentation, including updates to system training materials. (35%) Creates and manages the product backlog by eliciting and documenting requirements as themes, epics, and user stories with acceptance criteria. Prioritizes the backlog into a complete product roadmap, defects, and technical debt. (20%) Collaborates daily with the manager to ensure roadmaps and delivery of features follow a predictable pace through daily stand-up meetings, planning meetings, and other ceremonies. Participates in Agile ceremonies and leads them when the Product Owner or Scrum Master is not available. (20%) Performs functional testing and manages User Acceptance Testing by ensuring adequate test cases exist and all acceptance criteria are met. (15%) Develops deep expertise with the assigned application. Obtains stakeholder sign-off on requirements and priorities. Performs other duties as assigned. (10%) Knowledge, Skills, And Abilities

Knowledge of Agile/Scrum methodology practices. Knowledge of Salesforce configuration and use of development and testing environments for effective change management. Knowledge of the capabilities and limitations of computer systems or management information systems. Knowledge of large-scale IT operations and information technology industry trends. Knowledge of process or systems analysis and design work. Knowledge of Software Development Lifecycle (SDLC) process for report development. Knowledge of software usability concepts. Skill in defining requirements, functional specifications, and other deliverables. Skill in business/systems analysis. Skill in working collaboratively and building consensus. Skill in interpersonal relationships and the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with personnel in governmental entities. Skill in troubleshooting, performance tuning, and problem-solving. Skill in verbal, written, and presentation communication. Ability to guide technology decisions relative to Salesforce requirements and serve as SME and design resource to others. Ability to provide technical assistance by responding to inquiries about errors, problems, or questions about programs. Ability to build consensus across multiple teams and locations. Ability to work independently and deliver results in an environment of broad, consultative management. Ability to provide excellent customer service. Ability to accurately track time spent on projects and estimate changes or enhancements. Registrations, Licensure Requirements, Or Certifications

Preferred Certified Scrum Product Owner or IIBA CBAP. Initial Screening Criteria

Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. Relevant experience may substitute for education on a year-for-year basis up to four years. Minimum of 5 years of experience working on complex enterprise-wide applications. Minimum of 5 years of experience in an analysis role that required complex problem solving. Minimum of 5 years of experience writing epics, user stories with acceptance criteria, and definition of done. Minimum of 3 years of experience with Agile methodologies (e.g., Scrum).
