Supervising Building Inspector – City of Santa Cruz
The City of Santa Cruz is seeking a Supervising Building Inspector to lead the inspection services division within the Planning and Community Development Department. The position supports the Building Official in directing complex inspection services, planning and coordinating activities, and ensuring compliance with all applicable codes.

Basic Function This role supervises building inspection services, overseeing staffing and workload, coordinating with city staff, and ensuring thorough, accurate, and timely service delivery. The incumbent performs complex inspections, plan reviews, and delivers technical support to other departments and the public.
Typical Duties
Supervise building inspection function, manage staffing and workload.
Inspect construction projects of all types, using current codes.
Coordinate with applicants for compliance with the Green Building Program and provide training and outreach.
Assist applicants with design changes to achieve code compliance.
Resolve project challenges and customer concerns.
Review and recommend alternate means of construction.
Update and maintain technical manuals, records and forms.
Provide administrative support to other departments for building and energy projects.
Answer public inquiries on code requirements for major structures.
Respond to inspection requests, including emergency, and prepare concise reports.
Monitor and coordinate full range of inspection services.
Maintain records, prepare reports, and estimate specialized costs.
Investigate unpermitted work, coordinate with authorities to enforce action.
Assist with court actions involving building violations.
Enter and analyze data in the city permit tracking system.
Assist the Building Official in division operations and act as acting Building Official when required.
Supervise, train, and evaluate staff.
Perform other related duties as needed.
Working Conditions The position requires prolonged sitting, standing, walking, kneeling, crawling, bending, squatting, stooping, and reaching. Work may involve slippery surfaces, ladders, and scaffolding. The incumbent will operate a computer, lift up to 25 lbs, work outdoors in all weather, and provide visual and auditory services. Accommodations may be provided for qualified individuals.
Minimum Qualifications Education and Experience:
High School diploma or tested equivalent and
Two (2) years of college with a building inspection / construction related emphasis, or
Five (5) years of journey-level building inspection experience, three (3) of which are at a Senior Building Inspector level with the City of Santa Cruz.
Each year in the construction, design, or inspection trades may be substituted for six months of relevant college coursework.
Knowledge
Current building inspection methods and practices.
All codes involved in construction (Title 18, California Code of Regulations Title 24, municipal codes, etc.).
Federal, state, and municipal codes and regulations for housing construction.
Building standards codes and effective plan review procedures.
Blueprint reading and terminology.
City of Santa Cruz policies and procedures.
Safe work practices and procedures.
Legal aspects of code administration.
Data processing applications.
Supervisor/management skills.
Correct English usage, spelling, grammar, punctuation.
Abilities
Review buildings for compliance with codes, including Green Building Program.
Effectively supervise inspection services.
Use sound judgment and make decisions.
Read and interpret plans, specifications, and property descriptions.
Explain city policies, procedures, and codes.
Write clear reports and correspondence.
Navigate codes and conduct research.
Analyze complex mathematical formulas for structural load.
Set priorities, meet deadlines, and decide.
Communicate effectively with staff and the public.
Evaluate, train, and mentor staff.
Physical ability to conduct inspections and plan reviews.

License and Certification
Valid class C California driver’s license.
ICC Building Inspector certification and at least three (3) unrelated trade ICC commercial certifications (Electrical, Mechanical, Plumbing, or State CASp Certification).
Other equivalent certifications may be considered with approval.
