Position Overview The Heavy Civil Project Manager leads the construction delivery of complex dam, marine, and water infrastructure projects from pre‑construction through field execution and closeout. The role manages means and methods, field operations, cost, schedule, subcontractor/vendor management, and owner coordination, especially on USACE projects. The manager also reinforces Massman’s Incident & Injury Free Initiative and corporate mission daily.
Key Responsibilities
Lead end‑to‑end delivery of complex dam and marine infrastructure projects, overseeing planning, design, construction, and closeout
Manage field operations, superintendents, project engineers, craft labor, and subcontractors/vendors to ensure safe, high‑quality, on‑time, and on‑budget delivery
Oversee project controls, including scheduling, budgeting, resource planning, and contract administration
Coordinate with clients, agencies, engineers, and internal teams to align goals and ensure smooth project progression
Serve as primary point of contact with owners, USACE representatives, inspectors, and design partners
Provide technical oversight for all dam and marine construction activities including embankments, outlet works, spillways, cofferdams, and dewatering systems
Develop and review engineering deliverables such as calculations, reports, drawings, specifications, and proposals
Participate in and lead field investigations and site inspections as needed
Mentor and develop other engineers and junior staff, fostering team growth and professional development
Represent the company professionally in meetings with clients, regulatory bodies, and industry partners
Maintain a strong safety, environmental, and quality focus throughout all project phases
Minimum Qualifications
Bachelor’s degree in civil engineering, construction management, or a related field (or equivalent experience)
10–12 years of relevant experience in heavy civil construction, with demonstrated experience on dam, marine, or water infrastructure projects
Minimum 5 years in a construction leadership role (Project Manager, Construction Manager, etc.)
Strong understanding of heavy civil and marine construction methods, including mass and structural concrete, hydraulic steel structures, drilled shafts, and pile driving
Proven experience managing field execution, cost control, subcontractors, and vendors
Proven leadership skills with a track record of successfully managing multidisciplinary teams and delivering complex projects on time and within budget
Proficiency with Primavera P6, HCSS, and Microsoft Office Suite
Strong communication skills with the ability to interface with owners, inspectors, and craft leadership
OSHA 30 certification required
Licensed Professional Engineer (PE) preferred but not required (construction leadership prioritized)
Familiarity with USACE standards and processes preferred
Travel Requirements
Travel required to active construction sites
Periodic project‑based relocation may be required depending on workload and staffing needs
