Summary : Under general direction, plans, directs, and coordinates vehicle and fleet operations. This is the first line supervision for fleet services positions. Emergency and on‑call availability is required. Reports to the Assistant City Manager.

Have the ability to perform highly skilled repairs on all types of equipment and vehicles.

Plans, directs and coordinates the maintenance, repair, and servicing of City vehicles and equipment. Prioritizes, schedules and directs preventative maintenance, repair work and other projects.

Performs analyses of the cost of operating vehicles and equipment, including labor and parts costing. Collaborates with the Finance department through the budget process on the cost analysis, meeting with Finance at least semi‑annually on updates.

Advises department heads and the City Manager on the appropriate uses of specific vehicles and equipment.

Maintains and utilizes the vehicle/equipment spreadsheet to determine annual cost of each vehicle/equipment assigned to the different Citys departments and annually makes recommendations to the immediate supervisor on vehicles to be replaced in the upcoming fiscal year. Ensures there is an appropriate format to present the information on the spreadsheet in a format appropriate for City staff and/or at public meetings as needed.

Collaborates with the Finance department on recommendations, updates and changes for fleet needs on a quarterly basis.

Maintains the Vehicle and Equipment Rotation Plan to include procedures for regularly scheduled vehicle rotations. Provides recommended updates for the plan to the Public Works Director, City Manager and Council and seeks approval for the updates.

Trains, supervises and evaluates the work performance of assigned staff. Recommends an employee for promotion, reassignment, discipline and termination.

Inspects work in progress. Assures projects are completed in compliance with codes, specifications, standards, work orders and time schedules. Inspects and diagnose repairs needed for equipment and vehicles.

Conducts and supervises training programs for assigned fleet maintenance staff including safety policies and procedures, operation and general maintenance of equipment.

Assists in the development of the division budget, makes recommendations for the purchase of parts, supplies, materials and equipment. Research vendors for best source, price and quality of supplies, equipment, tools and vehicles. Makes purchases.

Prepares and maintains a variety of records, such as employee timecards, vacation requests and others. Prepares and maintains reports related to vehicle maintenance, work and purchase orders. Payroll and others. Submits to appropriate personnel as required.

Responds to emergency and off‑hour situations as required.

Ability to supervise Department of Correction inmates.

Performs other related duties as assigned.

Minimum Qualifications

High School diploma or equivalent GED certificate.

Two (2) years coursework in automotive or diesel training.

Seven (7) years work experience in automotive repair, including heavy equipment, automotive and manual transmissions and gas and diesel engine maintenance and repair, with two (2) years experience in a supervisory capacity.

Valid State of Arizona Driver's license with the ability to obtain a Class A license with Tanker endorsement within twelve (12) months of hire. Testing for commercial learners permit and/or endorsement tests must be completed with Motor Vehicle Division within six (6) months of hire. (Required to maintain employment).

Must be able to obtain and maintain clearance to directly supervise inmates.

Substance Abuse Testing This position is considered a safety sensitive position and is subject to new hire and random drug and alcohol testing as outlined in the Alcohol & Substance Abuse policy listed in the Human Resources Personnel Manual.
