Minimum Qualifications Associate's degree in Secretarial Science or Office Administration (Bachelor's degree preferred), supplemented by five (5) years of progressively responsible secretarial, office administration (preferably in a municipal environment), customer service, and/or record management experience and/or training; or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required May require possession and maintenance of a valid State of Georgia Notary Public certification.

Specific Knowledge, Skills, or Abilities Must be able to demonstrate proficiency in performance of essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Purpose of Classification The purpose is to serve as the office manager for a large division or department. Responsibilities include providing analytical support and functioning as a lead worker or supervisor over subordinate clerical staff in the largest, most complex departments.

Essential Functions

Organizes, prioritizes, and assigns work; schedules clerical staff activities to meet objectives; ensures resources; monitors status and inspects completed work; consults with staff on complex problems; provides progress reports; assists with revision of procedure manuals.

Leads and coordinates daily work of subordinate support and customer service staff; confers with supervisor for direction; assists with training, supervision, and disciplinary input.

Serves as liaison between assigned department and other departments, staff, County officials, public, community leaders, outside agencies, and other individuals for distribution and receipt of routine information.

Handles departmental HR liaison functions: prepares new employee paperwork, processes personnel/payroll documentation, reviews timesheets, manages leave records, enters payroll data, prepares personnel change forms, maintains confidential personnel records.

Provides administrative/secretarial support for management: screens communications, records dictation, composes documents, maintains calendars, coordinates travel and meeting arrangements.

Processes budget and financial documentation: reviews invoices, enters budget data, assists in budget preparation, forecasts revenue/expenditure, monitors expenditures, reconciles records, maintains petty cash.

Manages purchasing documentation: reviews requisitions, verifies funds, prepares purchase orders, obtains quotes, processes invoices, maintains records.

Handles mail and documentation flow: receives/sorts incoming documentation, distributes appropriately, processes outgoing mail.

Provides customer service functions: provides assistance on services, processes fees/fines, records payments, balances cash drawers, prepares revenues for deposit.

Supports boards, committees, and meetings: prepares agendas, packets, coordinates rooms, notifies participants, submits public notices, records minutes, maintains official records.

Maintains department webpage and social media; uploads events; processes registrations; runs reports; assists customers with user accounts.

Coordinates meeting arrangements; prepares notices and packets; holds meetings; distributes minutes.

Processes documentation within timeframes; logs and maintains records; compiles data for reports.

Maintains file system: organizes, retrieves, scans, destroys confidential documents, complies with retention guidelines.

Maintains reference materials and conducts research as needed.

Monitors inventory of supplies; initiates requests/orders.

Operates office equipment; provides training; troubleshoots and performs basic maintenance.

Communicates with stakeholders to coordinate work activities, review status, and resolve problems.

Additional Functions Performs other related duties as required.
