Brief Job Description Under the supervision of the IDD Behavioral Health Services Application Software Development Manager, the Database Administrator IV performs highly advanced data analysis, modeling, and development. The role supports mission‑critical applications through design, implementation, maintenance, and optimization of Oracle 19c+/MS SQL Server databases, ETL processes (Informatica or equivalent), and enterprise data warehouses.

Responsibilities

Provide application and database operations triage support to troubleshoot and resolve functional and performance issues in production, development, and test environments.

Design, recommend, and implement procedures for database backup, restore, disaster recovery, and high‑availability.

Develop to architectural standards, guidelines, policies, and procedures ensuring database integrity.

Focus on Oracle 19c+ and MS SQL Server databases, Informatica and/or other ETL tools, SSRS/Power BI report development, and data warehouse design.

Essential Job Functions (EJFs) EJF1: Database Administration, Security, and Performance (30%)

Install, configure, upgrade, and maintain Oracle databases and infrastructure.

Manage backup, restore, recovery, and disaster recovery strategies for high availability.

Tune performance and manage storage capacity.

Implement security solutions (Vault, Data Redaction, Masking) for PHI protection and compliance.

Administer Oracle Identity Management and Goldengate for authentication and replication.

Lead migrations, upgrades, and document operational processes.

EJF2: Data Modeling, Development, and Application Support (30%)

Analyze user requests and integrate new data elements, ensuring integrity and eliminating redundancy.

Design, maintain, and update data models and ERDs with tools like Erwin and Oracle SQL Data Modeler.

Support ETL development and integration with source‑to‑target mappings and Informatica.

Develop and optimize stored procedures, triggers, views, and PL/SQL packages.

Provide data mapping guidance and requirements analysis for data warehouse/mart schema performance.

EJF3: Monitoring, Reporting, and Business Intelligence (20%)

Monitor and optimize databases using Oracle Enterprise Manager.

Identify and resolve performance, outage, and storage issues.

Develop, publish, and maintain SSRS and Power BI reports and dashboards.

Translate business requirements into actionable analytics.

EJF4: Collaboration, Documentation, and Leadership (15%)

Collaborate with developers, analysts, and project managers on database design and integration.

Serve as main contact for vendors and internal customers.

Document architectures, security, and recovery processes.

Mentor junior DBAs; support data governance and change management.

EJF5: Other Duties (5%)

Participate in agency disaster response and/or recovery or COOP activation as required.

Knowledge, Skills and Abilities (KSAs)

Knowledge of HIPAA and CFR 42 regulatory requirements.

Knowledge of data governance, change management, and database best practices.

Expert skills in SQL, PL/SQL programming, debugging, and performance tuning.

Expert skills in Oracle database architecture, administration, and security.

Proficiency with data modeling tools (Erwin, Oracle SQL Data Modeler) and ETL platforms (Informatica).

Experience with Snowflake, OLTP, and OLAP design methods/patterns.

Knowledge of cloud data lake technologies (Oracle, AWS, Azure).

Understanding of SDLC concepts and application/database development lifecycles.

Strong written and verbal communication abilities.

Leadership and mentoring skills for junior staff.

Initial Screening Criteria Graduation from an accredited four‑year college or university with major coursework in Computer Science, Engineering or related field. Minimum of 10 years’ experience developing, designing, and maintaining application databases as an Oracle Database Administrator/Developer. Direct work experience may substitute education on a year‑for‑year basis.

Additional Information Hybrid telework is available with a requirement of 3 days in the office per week. The position may involve a brief shift pattern change for disaster response or COOP activation.
