We have an immediate opening for a Flight Test and Evaluation Manager, responsible for supporting the Air Force Life Cycle Management Center WAM (AFLCMC/WAM) Directorate, F‑16 Division at Wright Patterson AFB, OH. The F‑16 "Viper" AFLCMC/WAM is headquartered at Hill Air Force Base and has units at Wright‑Patterson, Tyndall, Eglin, and Davis‑Monthan Air Force Bases.
Responsibilities
Assist in the design, planning, execution, analysis and reporting of flight test and evaluation to assess performance of F‑16 systems, subsystems and equipment through acquisition phases.
Maintain, update and review test documentation for adequacy, specification/performance compliance and provide recommendations for improvement.
Develop test plans and support the flight test program for F‑16 FMS and modification efforts, coordinating with engineering, logistics, flight test community and the Lead Development Test Organization.
Support management of all phases of the flight test program, analyze requirements, formulate test strategies and methodologies, and ensure verification of requirements.
Assist with briefing charts, meeting logistics, VTC/TEAMS, minutes, action items and handouts for Test Integrated Product Team (TIPT) and Integrated Test Team (ITT) meetings.
Coordinate acquisition of munitions, air‑to‑air vehicles, range targets, emitters, alternate mission equipment and specialized ground equipment.
Coordinate delivery of required flight test Government Furnished Equipment (GFE) and obtain spare assets for aircraft support.
Develop test reporting requirements, coordinate resolution of watch items/deficiency reports, and review flight test video and data for anomalies.
Prepare, monitor and analyze FMS documentation in compliance with USG and FMS policy, supporting airworthiness evaluations.
Estimate flight test program cost, track funding deadlines and expenditure rates.
Prepare flight test release documentation, ensuring airworthiness and SEEK EAGLE flight clearance requirements are met.
Ensure compliance with FAA certifications and procedures before test start.
Perform flight test duties for new production and major modification efforts, participate in test missions to review data in real‑time.
Coordinate integration of electronic warfare systems, advanced weapons and associated U.S. Government agencies.
Maintain cost, schedule and status reporting to the Program Manager.
Assist in release of reports to the customer through the foreign disclosure office, ensuring ITAR and FMS policy compliance.
Travel CONUS/OCONUS to support engineering meetings, test planning, PMRs, program management action teams, configuration audits and observation of test mission execution.
Participate in contractor test missions when required.
Review classification guidance and coordinate documentation release issues with the foreign disclosure office.
Requirements
Active top‑secret clearance.
Master’s or Doctoral degree in a related field and minimum 10 years of technical/professional experience, with at least five years in DoD.
Bachelor’s degree in a related field and minimum 12 years of experience, with five years in DoD.
15 years of directly related experience with proper certifications, eight of which in DoD.
Minimum three years of experience planning or conducting military flight test programs.
Expertise in planning, directing and integrating all aspects of test and evaluation for aeronautical weapons systems.
