Job description:

Under the direct supervision of the Meat Safety Assurance (MSA) Circuit Manager, the Meat Inspector V performs complex inspections, investigations, and quality assurance reviews at livestock slaughter and meat/poultry processing establishments. Chief responsibilities include evaluating compliance with state and federal laws, preparing technical reports, monitoring microbiological sampling, and ensuring food safety program effectiveness.

Essential Job Functions

(50%) Evaluate livestock slaughter and/or meat/poultry processing establishments to determine continuous compliance with state and federal regulations. Perform ante‑mortem and post‑mortem procedures, sanitation inspections, and verify food safety systems (SPS, SSOP, HACCP, humane slaughter). Identify non‑compliance and document on the Noncompliance Record.

(15%) Receive inspection schedules, record findings, and submit technical reports. Coordinate schedules to cover assigned establishments and maintain accurate documentation.

(10%) Monitor microbiological sampling systems, collect tissue samples for State and National sampling programs, and submit samples to designated laboratories.

(10%) Evaluate product formulations for disease transmission risk, make compliance recommendations, and stay current on labeling and preparation changes.

(10%) Research regulations, serve as liaison with establishment management, and respond to inspection related questions.

(5%) Perform additional duties such as reporting zoonotic disease, serving as relief inspector, promoting public education, participating in disaster response or COOP activation, and maintaining a valid Class C (or higher) Texas driver’s license.

Knowledge, Skills, and Abilities

Thorough knowledge of livestock slaughter operations, meat/poultry processing, and fabrication procedures.

Knowledge of SPS, SSOP, HACCP, humane slaughter, pathogen reduction, and related quality control programs.

Understanding of state and federal laws, regulations, directives, and notices.

Knowledge of veterinary medicine, zoonotic disease prevention, food animal anatomy, and epidemiology.

Knowledge of insect and rodent control regulations.

Experience with evidence, inspection protocols, and HACCP establishment environment.

Skill in conducting inspections, using tools, making judgment calls, preparing reports, analyzing data, and using basic mathematics.

Ability to interpret technical requirements, explain regulatory implications, and train others.

Ability to detect abnormalities, pass a color vision test, maintain an acceptable driving record, and use a personal or state-owned vehicle.

Licenses & Certifications Must possess a valid Class C (or higher) Texas driver’s license or equivalent. Must obtain USDA Food Safety Inspection Methods (IM) certification or complete required training within the first assignment period.

Initial Screening Criteria

High school graduate or equivalent.

Preferred: college credit in animal/food science, livestock slaughter, or meat/poultry processing; USDA‑FSIS training; experience in public health or animal health; experience with state/federal regulations; experience writing reports; computer proficiency.

Additional Information

May work evenings, weekends, holidays, and inclement weather.

Employee must provide own transportation; reimbursement in accordance with state and agency requirements.

Must pass a color vision test and a background check.
