This is a non-exempt, full-time position within the Public Works Department located in Carson City, Nevada. Under general direction, the incumbent performs technical accounting activities involving the invoicing and billing of water, sewer, and stormwater services.

Duties

Process orders for initial installation of water, sewer, and stormwater accounts and initiate new utility accounts.

Prepare and follow up on the termination of utility accounts, including final meter reads, calculation of fees, and quotation of final utility amounts to title and escrow companies.

Prepare and apply billing adjustments in accordance with City codes.

Enter data into a computerized accounting program; input and retrieve information from multiple software systems.

Research and resolve issues regarding account status, transaction coding and related matters.

Generate monthly billings, dispatch service calls, coordinate with the Utility Division.

Provide customer service; respond to requests for information and attempt to resolve them by researching files and records within the scope of authority; update, retrieve, and release information according to procedures; refer matters requiring policy interpretation to supervisor for resolution.

Prepare reports, correspondence and a variety of written materials; maintain accurate records and documentation of activities.

Use standard office equipment, including a computer, in the course of work.

Demonstrate courteous and cooperative behavior when interacting with the public and City staff; promote a harmonious and effective workplace environment.

Contribute to the efficiency and effectiveness of the unit’s service to its customers by offering suggestions and participating as an active member of a work team.

Qualifications Typical Qualifications:

Knowledge of accounting and billing principles and methods.

Knowledge of applicable policies, procedures, and regulations covering specific areas of assignment.

Knowledge of specialized City accounting software applications.

Proficiency in business English, including spelling, grammar and punctuation.

Understanding of principles of record keeping and records management.

Proficiency in personal computers utilizing standard and specialized software applications, including Microsoft Office, Word and Excel.

Familiarity with standard office practices and procedures, including filing and operation of standard office equipment.

Effective communication skills in oral and written forms.

Ability to interact effectively with individuals from diverse socio‑economic, ethnic, and cultural backgrounds, both in person and by telephone.

Education and Experience Equivalent to a high school diploma or GED; plus two (2) years of accounting/billing experience. Alternatively, an equivalent combination of education, training and experience as determined by Human Resources.

Review and verify accuracy of utility billings.

Maintain accurate accounting records and identify and reconcile errors.

Correct and update billing information.

Enter data into a computer system rapidly and accurately.

Establish and maintain effective work relationships with staff, coworkers, and the public.

Supervision Under general supervision. Incumbents receive assignments and objectives governed by specifically outlined work methods. The responsibility for achieving objectives rests with a superior. Immediate supervision is not consistent but checks are integrated into work processes and/or reviews are frequent enough to ensure compliance.

Physical Demands & Working Environment Mobility to work in a typical office setting, use of standard office equipment, stamina to sit for extended periods; strength to lift and carry up to 20 pounds; vision to read printed materials; hearing and speech to communicate in person or over the telephone; exposure to traffic conditions and external environment when traveling between offices.

Conditions of Employment

All new employees will serve a probationary period of twelve (12) months. Probationary employees are not subject to the collective bargaining agreement and may be laid off or discharged during this period for any reason.

Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

City employees may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position, which may require a non‑traditional work schedule or work outside normal duties.

Employees may be required to complete Incident Command System training as a condition of continuing employment.

New employees must submit to a fingerprint‑based background investigation and a drug screen. The fee for the background check and drug test must be paid by the employee prior to beginning employment. Employment is contingent upon passing the background and drug screening.
