Position Cybersecurity Analyst III , Texas Health and Human Services

Location Austin, TX 78751

Salary and Benefits Salary Range: $7,015.16 - $10,333.33 per month. Benefits include 100% paid employee health insurance, defined benefit pension, generous time off, and additional career advancement opportunities.

Responsibilities

(30%) Leads in the design and deployment of the Information Security Assurance Program activities; manages and matures the HHSC Information Security Assurance Program; leads a team of security analysts; develops agency security policies; provides recommendations; provides security design and consultancy; assists in planning and budgeting.

(25%) Leads internal security and compliance assessments; performs direct analysis; works with architects and IT leads; leads security investigations, audits, and modeling; administers threat and vulnerability assessments; manages remediation.

(25%) Supports security and compliance controls through the agency’s Governance, Risk and Compliance (GRC) tool; manages design and implementation of IT Security’s Risk Management tool; oversees initiatives for platform upgrades and data integration.

(15%) Champions the Security Awareness Program; develops and enhances security awareness initiatives; coordinates communication activities; presents at agency events.

(5%) Other duties as assigned, including potential disaster response support.

Knowledge, Skills, and Abilities

Maintain security and integrity of critical infrastructure systems.

Analyze, recommend, and develop enterprise-wide security policies, standards, and guidelines.

Strong knowledge of cloud security best practices and compliance frameworks.

Root cause analysis, risk mitigation, threat analysis, security architecture.

Enterprise risk management (threat, vulnerability, risk treatment).

Network, system, application, and data protection standards.

In‑depth knowledge of NIST SP 800 series, especially SP 800‑53.

Excellent written and verbal communication; stakeholder engagement.

Risk assessment and mitigation strategies for cloud environments.

Automation and scripting for security operations.

Project management, budgeting, scheduling, and resource management.

Adaptable, flexible, handle ambiguity and changing priorities.

Required Certifications

Certified Information Systems Security Professional (CISSP)

Microsoft Cybersecurity Architect (SC‑100)

AWS Certified Solutions Architect

Prisma Certified Cloud Security Professional

Initial Screening Criteria

5+ years of experience in IT security.

Hands‑on experience with cloud platforms (AWS, Azure, Google Cloud).

Additional Information Hybrid position requiring at least 3 days in the office. Pre‑employment background checks and security review will be conducted.
