Quality Control Manager / Site Safety Health Officer (Double Hat)

Base Pay Range $115,000 – $130,000 per year
Lead the charge in quality and safety on impactful federal construction projects, driving excellence in quality assurance and site safety.
Key Responsibilities
Quality Control Functions
Manage the three‑phase inspection process (Preparatory, Initial, Follow‑Up).
Review submittals for compliance with design documents and contract specifications.
Conduct daily quality inspections and maintain detailed records and reports.
Monitor project progress against quality benchmarks and recommend corrective measures.
Oversee development and maintenance of project as‑builts and closeout documentation.
Supervise and instruct subcontractors on quality assurance procedures.
Maintain defect tracking systems and corrective actions.
Serve as liaison during government quality inspections.
Site Safety & Health Functions
Implement and manage the site‑specific safety and health program in accordance with regulatory standards.
Conduct daily safety walk‑throughs, identify hazards, and ensure mitigation.
Develop and lead safety meetings, orientations, and toolbox talks.
Oversee safety documentation including ACCIDENT PREVENTION PLAN (APP), Activity Hazard Analyses (AHAs), and incident logs.
Investigate and report incidents and near‑misses with root‑cause analyses.
Ensure PPE and site‑specific safety protocols are followed.
Participate in pre‑construction safety reviews with stakeholders.
Required Qualifications
Certifications
USACE Contractor Quality Management (CQM) Certification
OSHA 30‑Hour Certification
EM 385‑1‑1 40‑Hour Training
First Aid/CPR/AED Certification
Experience
Minimum 3 years in construction quality control.
Minimum 3 years in safety management on federal or large‑scale commercial projects.
Working knowledge of RMS 3.0 software preferred.
Other Requirements
U.S. Citizenship or Permanent Residency.
Pass a background check and maintain a clean driving record.
Ability to travel and work onsite across various regional projects.
Bachelor’s degree in Construction Management, Engineering, Occupational Safety, or related field preferred; equivalent work experience considered.
