Please Note: This position is budgeted to have a start date no sooner than January 1, 2026. SALARY RANGE IS BASED ON THE 2025 SALARY SCHEDULE.
Under the direction of the Human Resources Director, the incumbent in this position performs professional level service providing technical and analytical advice, full-cycle recruitments, guidance and support in employment, classification, compensation, employee labor relations, and may assist with benefits, unemployment compensation, worker’s compensation, and other human resources functions.
Recruitment and Selection
Manage and coordinate recruiting and selection processes and programs including conducting intake assessments; partnering with hiring managers to review job descriptions and requirements; preparing and advertising job announcements, completing card sorts as needed; assessing candidates creating and preparing examinations, including written tests, phone screens, practical exams, and interview questions; serve on interview panels or coordinate panels as necessary; screen and score applications. Lead candidate selection processes and provide support and guidance to hiring managers. E
Review recruitment and selection processes and procedures as needs arise, or as requested, to look for ways to streamline or enhance existing processes. Review ideas and recommendations with the HR Director, take the lead when requested in updating procedures and HR business processes.
New Employee Orientation and Onboarding
Conduct employee orientation for employees hired through recruitments the incumbent in this position leads. This includes educating employees about available benefit programs, when and how benefits selections are made, and how to complete required new employee documents. Review and complete employment documents, ensure compliance with legal hiring and separation requirements, prepare packets for Human Resources and payroll data input. E
Other HR Functions
Advise departments and hiring managers concerning recruitments, new employee orientation and onboarding and related HR functions. E
Assist, as requested, with market salary surveys. Provide information on compensation, benefits, and labor contract provisions to other jurisdictions and agencies.
Assist with collective bargaining activities as requested by providing information on recruiting processes, data on difficult to fill jobs, requested hire rates, etc. that may help inform the City’s bargaining position.
Assist, as requested, in the development, implementation, administration, and on-going review of HR policies, procedures, and business practices to ensure compliance with regulations and consistency across the City.
As requested, coordinate tuition reimbursement requests. Monitor tuition reimbursement budget. Respond to requests from employees regarding the tuition reimbursement program. Ensure eligibility criteria are met. Process reimbursements to employees in accordance with policies, procedures, and Tuition Reimbursement Committee’s direction. E
As requested, conduct Exit Interviews with separating employees. Ensure all City property is turned in and appropriately transferred to the appropriate department. Document, and share with the HR Director, feedback from separating employees.
As requested, complete job audits in accordance with the existing policy and procedure. E
Other
Serve as staff liaison to various City committees as assigned. Lead committees and special project groups as assigned. E
Perform related duties as assigned.

Education and Experience Requirements
Bachelor’s degree in business administration, Public Administration, Human Resources Management, or related field.
A minimum of two (2) years increasingly responsible professional experience in Human Resources administration, Talent Acquisition, Classification/Compensation studies, or related field.
OR
A combination of education, training and experience that provides the candidate with the knowledge, skills, and abilities to perform the job.
Additional Requirements
Valid Washington State Driver’s License may be required 45-days after appointment.
A satisfactory three-year driving abstract record, submitted prior to hire.
One full year of full cycle recruiting experience in the public sector.
