Key Responsibilities
Review, draft, and negotiate procurement and contract documents, including solicitations, contracts, amendments, memoranda of understanding, and interagency agreements.
Interpret state and federal laws, regulations, and rules related to procurement and contracting.
Provide legal advice and counsel to HHSC agency personnel on procurement and contracting matters.
Represent HHSC in procurement matters, contract negotiations, disputes (including protests and contract‑related claims), and administrative or contested case hearings.
Participate in assigned projects such as policy development, rulemaking, and implementation of legislative changes.
Collaborate with program managers and procurement professionals on a wide variety of healthcare contracts that impact the daily lives of Texans.
Essential Job Functions

Review, revise, and draft complex contracts and solicitation documents in accordance with agency legal authority and state/federal laws.

Negotiate contracts with vendors and advise agency staff on contractual matters.
(30%)
Advise agency staff on federal and state contract laws and regulations, provide legal assistance on adverse actions involving contracts, and represent the agency in procurement disputes and administrative hearings.
(10%)
Perform additional duties as assigned, including drafting substantive legal documents, opinions, briefs, and memoranda regarding agency authority and applicable legislation.
Knowledge, Skills & Abilities
Fundamentals of contract law, government procurement law, and Texas state agency contracts.
Reviewing, developing, negotiating, and managing contracts and grants.
Legal principles, practices, and proceedings; federal and state statutes, regulations, and policies affecting health and human services programs.
Efficient legal research using Westlaw and other internet research tools.
Foreseeing legal implications of contract terms and procurement actions and providing sound legal advice.
Oral and written communication to a wide range of audiences; organization and expression of complex legal problems.
Preparation of opinions, contracts, rules, policies, and administrative hearing representation.
Collaboration with clients, government officers, employees, and stakeholder groups.
Working with personal computers and basic office equipment.
Managing multiple priorities, applying logical problem‑solving techniques, and maintaining professional relationships at all levels of management.
Qualifications
Graduation from an accredited four‑year college or university.
Juris Doctor degree from an accredited law school.
Licensed to practice law in the State of Texas and a member in good standing with the State Bar of Texas.
Three years’ experience in the practice of law, with preferred experience in contract drafting, review, and negotiation, IT contracting, government procurement, and federally funded contracts.
Additional Requirements
Pre‑employment checks and work eligibility verification, including background and other due diligence checks.
Participation in the E‑Verify program and provision of I‑9 documentation on the first day of employment.
