This role sits at the center of employee and labor relations, supporting the Department of Health’s commitment to fair, consistent, and legally sound people practices. Reporting to the Employee & Labor Relations Manager, this position plays a critical role in conducting complex personnel investigations and supporting labor relations operations that uphold policy, agreements, and standards of conduct across the agency.
You will work independently on sensitive, high‑impact matters while partnering closely with management, HR consultants, labor relations leadership, unions, and legal counsel. The work is detailed, consequential, and essential to ensuring accountability, clarity, and resolution across the organization.
Personnel Investigations
Lead end-to-end personnel investigations, from triage through closure, involving alleged violations of policy, collective bargaining agreements, rules, laws, or standards of conduct.
Develop and execute investigation plans, including interview strategy, evidence collection, sequencing, and documentation.
Conduct thorough, impartial interviews and collect, preserve, and evaluate documentary and physical evidence.
Apply and interpret applicable laws, policies, civil service rules, collective bargaining agreements, and investigative standards.
Produce clear, comprehensive, and legally defensible investigative reports and provide testimony when required.
Investigation Coordination & Analysis
Manage investigation communications, including notifications, updates, and closures for respondents, witnesses, and complainants.
Participate in pre-briefs and debriefs with appointing authorities, labor relations leadership, HR consultants, and other appropriate parties.
Maintain accurate records across the full investigation lifecycle to support tracking, analytics, and data-informed decision-making.
Labor Relations Operations
Coordinate grievance and demand to bargain meetings in accordance with collective bargaining agreements, including scheduling, attendee coordination, and work release processing.
Track grievance, notice, and impact bargaining timelines to ensure contractual compliance.
Prepare and issue union notices.
Route labor relations inquiries and provide operational support across labor relations activities.

Required Qualifications
Three (3) years of experience conducting investigations within a government or private organization determining compliance with specific statutes, rules, policies, or other requirements. Experience must include gathering and preserving evidence, conducting interviews, and writing clear and comprehensive investigation reports.
Demonstrated experience in the following areas:
Providing sound HR consultation and advice
Writing professional‑level legally defensible reports and responses
Working with collective bargaining agreements
Working with state or federal personnel employment laws
Advanced knowledge of just‑cause principles
Performing complex research
Additional Experience That Sets You Apart (preferred)

Extracting and synthesizing information from various HR databases

Perform my job duties either remotely from home or in person, on a drop‑in basis, at the designated DOH site location.
Infrequent in‑person attendance to perform duties on‑site at the DOH Tumwater campus.
Commit to a full-time 40‑hour, 8am — 5pm workweek schedule. An alternate or flexible work schedule may be considered at the employee's request, subject to supervisory approval.
Adjust my work schedule occasionally to align with business needs, which may entail working evenings and weekends.
Communicate through applications such as MS Teams and MS Outlook, and by phone while working remotely.
If driving for state business, the employee must be able to legally operate a state or privately‑owned vehicle; OR provide alternate transportation while on state business.
