Salary range: $3,793.41 – $5,921.25 per month (depending on budget), nonexempt, full time, day shift, first 10% travel, not eligible for telework.
Responsibilities
Under the direction of the Data Management and Analytics Group Manager, perform highly complex data management and processing activities related to HIV, STD, and Hepatitis C. Monitor high-volume workflows and conduct related activities in the TB, HIV, STD Integrated System (THISIS) or appropriate database.
Create written procedures for monitoring and maintaining high-volume workflows and best practices.
Collaborate with program subject‑matter experts to enhance work processes and best practices in accordance with security and confidentiality guidelines.
Develop and provide training on deduplication and facility management in THISIS or appropriate database.
Perform data validation, manual lab entry in THSIS database, and data quality assurance tasks; serve as subject‑matter expert for facility management and party deduplication.
Develop databases and dashboards; conduct data quality activities including facility management, party deduplication, and laboratory report consolidations.
Coordinate management of high‑volume workflows, monitor backlog volume, and develop procedures manuals.
Participate in disaster response and/or recovery or Continuity of Operations (COOP) activation as needed.
Essential Job Functions (Pct. of time)
Data quality activities: 35%.
Interpret and validate electronic faxes, entry of laboratory reports, and quality assurance: 35%.
Coordinate high‑volume workflows and develop procedures: 25%.
Other duties, including disaster response: 5%.
Knowledge, Skills, and Abilities
Medical terminology (HIV, STD, HCV).
Data collection systems.
Data entry in public health surveillance or laboratory.
Data quality activities.
Data cleaning, validation, management.
Microsoft Office Suite, especially Excel and Word.
Computer software capabilities and limitations.
Excellence in attention to detail.
Ability to perform data quality activities and develop basic reports.
Ability to troubleshoot technical issues.
Ability to conduct database training.
Ability to meet deadlines, plan and organize work, solve problems, adapt to changing situations.
Ability to work and interact with diverse backgrounds.
Ability to maintain security and confidentiality.
Excellent communication in written and spoken forms.
Ability to interpret public health laws and regulations, analyze public health needs, collect data with standardized methods, abstract data from medical charts, multitask, follow procedures, work in teams.
Initial Selection Criteria
Graduation from a four‑year college or university with major coursework in social science, computer science, statistical analysis, behavioral science, or biostatistics. Master’s degree in public health, epidemiology, biostatistics, social science, or statistical analysis preferred.
Two years of data quality and data management experience strongly preferred; experience in applicable public health programs may substitute for education on a year‑by‑year basis.
Experience in data extraction, entry, validation and maintenance of databases.
Experience in public health and infectious disease control preferred.
Proficiency in Microsoft office, especially Excel, required.
Knowledge and experience with medical data abstraction, survey development, data collection, and statistical analyses is a plus.
Experience documenting and monitoring project progress and tasks.
