Job Description

The Permit and License Technician is responsible for the review, processing and issuance of building permits, licenses and business tax receipts. Employees in this classification work closely with contractors and owner/builders in the areas of contractor registrations, certificates of occupancy and inspection requests. Essential Functions

Compiles and reviews supporting documentation and reference data for permitting and approval purposes; e.g., contractor licensing, subdivision plans, plat descriptions, certificates of insurance, workers’ compensation, etc. Issues/removes holds on contractor files based on compliance with contractor requirements. Responds to a wide variety of inquiries and concerns regarding building, construction, license and permit functions and requirements; e.g., certificates of occupancy, notices of commencement, fees, charges, inspection requirements, etc. Processes approved business tax and permit applications in compliance with established regulatory standards and provides direction for resolution of non‑compliance issues. Provides prompt, courteous service and assistance as the front‑line contact for customers and attends to their complaints with civility and patience. Performs accounting tasks related to the receipt, processing, and recording of transaction fees and charges; ensures accurate daily balancing; and forwards records and funds to the Finance Department. Conducts research and follow‑up to complete missing information or to correct inaccurate documentation; e.g., plat verifications, proper addresses, expiration dates, etc. Maintains and updates records associated with contractor files, inspection logs, issued permits, outstanding fees, violations, etc. Processes requests for Certificates of Occupancy; coordinates inspections with other Village departments and outside agencies; and issues Certificates of Occupancy accordingly. Reads and interprets plan reviews, zoning and plat maps, and Village codes and ordinances. Establishes and maintains professional working relationships with customers, fellow employees, and other Village departments. Reports to work as directed during state of emergency conditions (hurricanes, other natural disasters, etc.). (The above list of essential functions is not meant to be all inclusive. Other duties may be required and assigned.) Minimum Qualifications

High school diploma or GED. Two (2) years of successful work experience in the customer service field, preferably in a permit technician capacity. Active ICC Permit Technician Certification or successful attainment of ICC Permit Technician Certification within one (1) year of hire date, is required. Demonstrated ability to perform multiple tasks in a fast-paced, team-oriented environment, preferably affiliated with the building/construction industry. Knowledge of accepted business and administrative practices. Familiarity with permitting and licensing operations, policies and procedures. Evidence of strong customer service skills, reflecting a high degree of tact, tolerance and respect for others when dealing with the public at large. Knowledge of and ability to utilize current technology and business software applications appropriate to the assigned responsibilities. Physical Requirements

Tasks involve the ability to exert light physical effort in sedentary to light work and may also include some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Environmental Requirements

Work is performed in normal office conditions with infrequent exposure to adverse environmental factors. Part Time employees are automatically enrolled in the Village's Employee Assistance Program. Part Time employees are not eligible for any additional benefits.
