Brief Job Description Business Relationship Manager performs advanced (senior-level) business relationship management work, acting as the focal point for IT matters between HHS IT and designated HHSC program Chiefs. The role bridges the gap between IT and program areas, ensuring timely and efficient IT services. The manager serves as the strategic interface between IT and one or more HHSC programs to stimulate, surface, and shape business demand for the programs’ IT assets and capabilities, working with minimal supervision.

Essential Job Functions (EJFs)

EJF1 (20%) Relationship Management and Establishment of TRUST Play the role of connector, orchestrator, and navigator between IT and HHSC program areas. Communicate regularly with the HHSC Executive Team to provide and receive information on agency‑specific needs for system‑wide IT services and ensure agency participation in system‑wide IT governance and planning. Build and nurture relationships, improve program trust on IT, and help IT establish efficient processes.

EJF2 (20%) Strategic Alignment Assist HHSC program Chiefs and Deputy Commissioners in developing and implementing technology plans. Ensure alignment of HHSC business strategy with HHS IT technology strategy. Coordinate provision of major IT services and participate in HHS System IT governance and planning, developing IT solutions to meet agency business needs.

EJF3 (20%) Successful Project Delivery Oversee the portfolio and major IT projects. Provide project guidance and training, ensuring projects are implemented in accordance with applicable laws and IT policies. Direct development of plans that include stakeholder perspectives and cost–benefit consideration. Develop goals and objectives consistent with HHS System and agency strategic plans. Support information collecting and reporting to internal and external entities.

EJF4 (20%) Policies and Processes Consult with the HHSC Executive Team, provide input to and comply with system‑wide IT standards, policies, practices and procedures related to security, application development, data center, customer support, system support services, business operations, technology planning, and project management. Communicate decisions and instructions to executive management, data owners, and end users.

EJF5 (20%) Daily Business Operations Coordinate with IT divisions and HHSC programs to ensure daily business needs are met and promote use of IT services. Communicate information to prevent gaps between stakeholder awareness and IT services. Disseminate information about technology services and IT services. Identify and provide agency feedback on IT services received and conduct periodic evaluations to determine if objectives are met.

Initial Screening Criteria Graduation from an accredited four‑year college or university with major coursework in business administration, computer science, management information systems, or a related field is generally preferred. Experience and education may be substituted on a year‑for‑year basis. At least 7–8 years of experience in IT is required. Experience in program/portfolio management, IT operational support, software development, and IT governance is preferred, as is experience developing product and technology roadmaps.
