Supervision:

- Supervises personnel as assigned by Purchasing Manager.

- Reports to Purchasing Manager, Director of Finance, or designee.

General Purpose of the Position:

Performs technical and professional work at an intermediate level in the acquisition of services, construction, technology, supplies, and goods, drafting and reviewing solicitation documents, determining acquisition method, and analyzing responses.

Essential Duties and Responsibilities

Manage a high volume of diverse and complex work, coordinating activities to meet City deadlines and interacting directly with City officials and department heads.

Prepare and review requests for bids, quotes, RFIs, RFQs, RFPs, plans and specifications.

Engage in procurement planning with City department staff, obtaining specifications and assisting in development and review to ensure clarity.

Use multiple standard solicitations, agreements, and other procurement‑related templates for the procurement of goods, services, supplies, technology, and construction.

Schedule and facilitate information conferences, site visits, bid openings, evaluation committee meetings, and negotiations.

Perform due diligence to determine bid and proposal responsiveness and responsibility, evaluate pricing, and prepare award recommendations.

Negotiate contracts for goods, services, technology, supplies, and construction.

Handle protest procedures and follow‑through processes.

Maintain timely and accurate communication with City department staff to understand priorities and provide status updates on purchase requests.

Assist City staff with supplier performance issues and provide guidance.

Communicate purchasing policies and procedures to City staff and the supplier community.

Provide concise responses to complex requests for information related to procurement.

Prioritize work to meet changing City needs, monitoring status and re‑prioritizing as required.

Demonstrate excellent time management and independent judgment to manage competing priorities.

Prepare and maintain accurate records and documentation on solicitations, responses, purchases, contracts, correspondence, and follow‑up.

Maintain current knowledge of trends and developments in governmental purchasing procedures, regulatory changes, and new technologies.

Maintain the integrity of the public procurement process.

Participate in training and certification programs.

Work independently with limited supervision.

Perform other related duties as assigned.

Computer Equipment and Software Requirements Experience with computers and software packages such as Microsoft Word, Excel, Office, and procurement software.

Education and Experience Required

Bachelor’s degree in business administration, management, public administration, or related field.

Three (3) or more years of progressively responsible experience in a procurement position providing direct procurement services related to goods, services, technology, supplies, and construction.

Professional certifications preferred: Certified Public Professional Officer (CPPO), Certified Public Professional Buyer (CPPB), Certified Professional in Supply Management (CPSM), NIGP Certified Procurement Professional (NIGP‑CPP), or similar. Ability to obtain CPPB or CPPO within 3 years is preferred.

At the discretion of the City Administrator or designee, an equivalent combination of education and experience that provides the necessary knowledge, skills, and ability to perform essential functions will be considered.

Valid Florida driver’s license required or ability to obtain within 30 days of establishing residency in Florida.

Environmental Conditions:

Indoor office environment; high noise levels while performing certain responsibilities.
