The City of Billings is seeking a Facilities Specialist to provide project management and support for the proper operations and maintenance of City facilities and grounds. Area of work includes new construction, remodel, repair and maintenance work for city buildings and sites, and acting as a project manager on assigned projects. This position performs a full range of duties as assigned, working both collaboratively and independently and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Salary Range: $33.9368 - $37.3942 per hour. Salary reflects Step 1 and Step 3 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.
Work Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m.
Essential Duties And Responsibilities
Serve as project coordinator on assigned projects and programs
Oversee, direct, and review the work of assigned professionals and contractors; coordinate with department and division managers; prepare preliminary and final estimates of work and material requirements
Coordinate required advertising for bids
Oversee the development of construction plans and specifications
Oversee and prepare changes as field conditions warrant
Maintain constant awareness of progress on assigned projects to assure compliance with designated time and cost schedules for project completion
Supervise and participate in the inspection of construction projects
Prepare change orders
Review contractor's estimates and prepare/review progress payments
Review as-built plans to ensure compliance with original plans and specifications
Participate in the evaluation of procedures and in the development of new and improved practices
Prepare special facilities studies and reports
Perform special assignments on facilities problems as necessary
Prepare specific studies for other City staff
Supervise staff as needed for assigned projects and programs
Monitor workflow
Review and evaluate work products, methods, and procedures to ensure that correct, efficient, cost effective, and safe work procedures are followed
Supervise staff in absence of Facilities Superintendent
Review maintenance and project requests and proposals
Engage with designers, contractors, and sub-contractors through all aspects of a project including planning, budgeting, design, permitting, bidding, construction, and close-out
Provide technical facilities and construction assistance and support to other divisions and departments
Attend public meetings as requested
Exercise professional judgment in accordance with current accepted practice of project management and appropriate laws and codes
Perform other duties as assigned
Required Qualifications & Skills Applicant must meet one of the following:
Bachelor's degree in engineering, construction, architecture, or a related field and two or more years of experience in facility maintenance, design, construction, project management, budgeting, estimating, bidding, permitting, contracts, and reporting
A two-year degree in a related field with four or more years of experience in facility maintenance, design, construction, project management, budgeting, estimating, bidding, permitting, contracts, and reporting
A combination of six years of education and experience in facility maintenance, design, construction, project management, budgeting, estimating, bidding, permitting, contracts, and reporting
Applicant must meet all the following:
Minimum one year of supervisory experience
Skills in plan reading, drafting software, Word, Excel, PDFs, facilities management software, and operating mobile devices are required
Possess strong interpersonal skills and the ability to work collaboratively with city divisions, consultants, and employees
Possession of a valid Montana driver's license or must be obtained within thirty (30) days of employment
Must be able to pass a pre-employment drug test and a Federal fingerprint based criminal background check
Preferred Qualifications & Skills
Experience with city government and knowledge of city operations
