Distinguishing Features of Work The City of Wichita‑Bryce Mumford Management Fellowship provides recent graduates an unparalleled experience, allowing them to work closely with the City Manager and Assistant City Manager, oversee their own projects, and be immersed in every area of the organization. Fellows attend department director meetings and City Council meetings, gaining exposure to the full spectrum of city operations.

Application Deadline February 12, 2026. The program is 12 months, beginning in June or July each year. Two fellowships are available. Candidates will be notified by email if invited for an interview.

Compensation and Benefits

Annual salary of $46,575.00

Examples of Work Performed

Assist the City Manager’s Office in researching high‑level current issues such as the City of Wichita Operating Budget, Capital Improvement Plan, Cultural Arts Strategic Plan, and Food & Beverage policy for city facilities.

Participate in violence interrupter programs.

Attend meetings on behalf of or with management.

Attend conferences and seminars that develop skills and knowledge.

Participate in developing the City budget and Capital Improvement Program.

Review, update, and implement operations policies and procedures.

Assist in employee conflict remediation, Accident Review Board, and other employee‑related issues.

Report directly to the City Manager and Assistant City Manager.

Meet weekly with the City Manager and Assistant City Manager regarding assignment status and workload.

Other duties as assigned.

Requirements of Work

Completed coursework toward a Master of Public Administration or related field.

Legally authorized to work in the United States without sponsorship.

Strong analytical, communication, and problem‑solving skills.

Demonstrated leadership and passion for public service.

Commitment to the values and goals of the City of Wichita.

Knowledge of public management principles and practices.

Knowledge of information processing, analysis, and management.

Knowledge of financial and management analysis.

Proficiency with computer software, spreadsheets, basic math, and statistics.

Ability to research, analyze, summarize, and report findings.

Ability to develop and maintain effective working relationships with associates and the public.

Excellent oral and written communication.

Valid driver’s license.

Employment safe for health and safety of others.

Limited local government management work experience.

Complete the fellowship application by the closing date.

Cover letter stating interest and intent.

Current resume including education, universities attended, degree awarded, and completion dates.

Scanned or electronic copy of undergraduate and graduate transcripts.

Three references with daytime phone numbers and email addresses.

Management Case Study Assessment required for all non‑ICMA participants. (Non‑ICMA participants must submit a case study; previous applicants to the ICMA LGMF program are exempt.)

Offers contingent upon pre‑employment physical, drug screening, and satisfactory criminal record check.

Case Study You are working for a City Manager preparing for a Strategic Planning Session with a seven‑member council featuring diverse viewpoints. Write a one‑page memo (≤ 500 words) addressing a significant issue facing local government and propose a strategy for addressing it. Include optional supporting documents (graphs, tables, or charts). Submit the memo to gneira@wichita.gov by February 19, 2026.
