Clinical Supervisor 2 - Children's Behavioral Health Marion County Health & Human Services (MCHHS) is seeking a Clinical Supervisor to work in our Children's Behavioral Health program in Salem. General Statement of Duties Provides leadership and manages limited scope of services within one small to mid‑sized service area or one large program area within the health department behavioral health divisions. Responsibilities include supervision of other clinical supervisory staff, program staff, and the financial and operational performance of the service or program.

Supervision Received Works under the general supervision of a health program manager or program supervisor who assigns and oversees work, establishes goals, and reviews results obtained for overall effectiveness and for meeting department and county objectives.

Supervision Exercised

Provides clinical consultation to staff through case staffing and observation of clinical work. Gives feedback for professional development.

Manages personnel and performance, including recruitment, hiring, orientation, training, evaluations, and progressive discipline.

Monitors customer service delivery, staff workload, compliance with payer requirements, quality improvement, and policy development.

Tracks client service data, including fidelity measures, utilization, family satisfaction, and outcomes; identifies service gaps and requests funding extensions.

Documents services to meet OAR, Pacific Source, and health department requirements; assists in monitoring grant performance.

Provides administrative support: monitor leave, initiate personnel actions and purchasing, address risk management and safety, implement policy, and ensure professional communication.

Facilitates team development, conflict resolution, and relationships with union representatives.

Acts as a lead change agent, maintaining a positive attitude and clear direction with staff input.

Works with inter‑agency committees, state agencies, and partners to coordinate services and develop relationships.

Provides direct treatment services to MCHHS clients, including assessments, therapy, crisis intervention, case coordination, and other clinical duties as needed.

Performs other job duties as assigned by the supervisor.

Response Level 1 In an emergency, the employee is expected to report to work and may be required to perform duties outside of their regular assignments, work extended/flexible schedules, and may be assigned a leadership role in essential services. Staff at this response level must complete Incident Command System 100, 700, 200, and 800 training online or in person.

Experience and Training

Master’s degree in a health field relevant to the position and 3 years of professional experience in that field, AND

Two years of supervisory experience, OR

Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

Special Requirements

Must be licensed by the Oregon Board of Licensed Professional Counselors, licensed by the Oregon Board of Licensed Social Workers, or credentialed as a Qualified Mental Health Professional (QMHP) within the first 30 days of employment.

Must possess a current driver’s license and acceptable driving history; Marion County will obtain a copy of the driving record.

Must maintain proof of personal automobile liability insurance at a minimum required by Oregon law.

Must pass a criminal history background check; prior convictions may not necessarily disqualify.

Must not be excluded from participation in federal health‑care programs and procurement activities.

Position is safety‑sensitive; final candidate must pass a pre‑employment drug screen, including marijuana.

This assignment is unrepresented by a union.

This is a full‑time position not eligible for overtime.

Typical work schedule: Monday‑Friday, 8:00 am–5:00 pm, with flexibility as needed.

Knowledge, Skills, and Abilities Working knowledge of individual and group counseling, case management, behavioral modification, assessment, evidence‑based practices, and treatment interventions.

Knowledge of clinical ethics, confidentiality, privacy standards, community resources, referral services, clinical supervision, and service monitoring.

Familiarity with the Oregon Administrative Rules, public health administration, integrated health care, and supervision best practices.

Demonstrated ability to apply treatment theories, diagnose, evaluate, and monitor treatment plans, and track client progress.

Proficient in addressing social, psychological, and physical factors that affect clients and families, negotiating, compromising, and resolving conflicts.

Experienced in coaching, mentoring, training individuals and teams, developing policies and procedures, and communicating effectively.

Able to work independently in a fast‑paced, team‑oriented environment, lead and supervise clinical supervisors, interpret statutes, and support program goals and outcomes.

Committed to continuous quality improvement and building effective working relationships with county employees, clients, government agencies, community organizations, and the public.

Physical Requirements Operates a motor vehicle; sees using depth perception; stands; sits; moves about work area; bends forward; stoops; climbs one floor of stairs; lifts, pushes, and pulls up to 5 lbs.; moves carts up to 5 lbs.; operates a keyboard; speaks clearly and audibly; reads 12‑pt. font; hears normal level of speech; may work in uneven or humid areas.
