Treatment Plant Manager (Wastewater) – DeKalb County Government
Salary: $76,553 – $123,250 (Grade 24, FLSA: Exempt)
Purpose of Classification The purpose of this classification is to manage the day‑to‑day operations of the DeKalb County water production plant or wastewater treatment plant. The manager oversees a large team of Plant Supervisors, Plant Maintenance Supervisors, Assistant Supervisors, and all levels of Operators within several facilities, ensuring compliance with local, county, state and federal guidelines.
Essential Functions
Supervises, directs, and evaluates assigned staff;
develops and oversees employee work schedules; compiles and reviews timesheets; approves/processes employee concerns and problems; counsels or disciplines staff as appropriate; assists with performance appraisals; directs work and acts as liaison between employees and management; trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work;
schedules work activities to meet objectives; ensures resources are available; monitors status of work in progress; inspects completed work; consults with staff on complex issues; provides progress reports to management; revises procedure manuals as needed.
Manages and implements policies and procedures;
coordinates operations with long‑term expansion and reconstruction programs; aligns plans in operations, maintenance and engineering.
Develops strategies, short‑term and long‑term goals;
improves efficiency and effectiveness of water and wastewater operations; participates in annual budgeting and prepares standard reports; attends project progress meetings.
Communicates with senior managers, supervisors, departments, employees, customers, the public and outside agencies;
coordinates work activities; reviews status; resolves problems; stays current on legal compliance and industry trends; recommends training for subordinates and self‑study.
Classification is safety sensitive. The incumbent is subject to random drug testing in accordance with the County’s Drug & Alcohol Policy.
Minimum Qualifications
Bachelor’s degree in Chemistry, Biology, Engineering, Environmental Sciences or a closely related field; six years of water or wastewater operations experience, including four years of supervisory experience; or an equivalent combination of education, training and experience that provides the requisite knowledge, skills and abilities.
Specific License or Certification Required
Valid Georgia driver’s license.
State of Georgia Class I Wastewater Operator License.
