Spectra Tech has an immediate need for a Project Controls Specialist in Oak Ridge, TN.
This position will advise the Project Manager and/or Project Director for large line-item projects.
Essential Duties:
*
Work with the project controls lead and control account managers (CAMs) to develop and maintain: o
Project Work Breakdown Structure and dictionary; o
Summary and detailed, logic driven, resource loaded schedules; o
Summary and detailed cost estimates; o
Actual costs and accrual integration; o
Risk identification and risk analysis; and o
Change control. *
Provide day-to-day support to the project with schedule and cost maintenance and status, forecasting and conducting what-if analysis. *
Assist in generating monthly reports on project status and performance, to include analysis on schedule performance index (SPI)/cost performance index (CPI), variance explanation and critical path and near critical paths. *
Attend technical and management meetings to understand and report status accurately. *
Perform ad-hoc activities as directed by the project controls lead. *
Support the CAMs and project management staff in preparing for various project reviews, including internal and external project status reviews. *
Develop, present, and reinforce project management processes and systems training for all applicable project staff, specifically the project CAMs. Essential Qualifications, Skills, Knowledge, and Abilities: *
Advanced skills applying Earned Value Management (EVM) principles and processes. *
Experience interpreting, organizing, and analyzing data from multiple sources. *
Demonstrated knowledge of, and experience using various project control operating systems (e.g., Primavera (P6), Cobra, Microsoft Project) and knowledge of /experience using Microsoft Office tools. *
Experience performing statistical analysis, schedule monitoring and operations to disseminate, create, and present highly detailed and complex financial information to diverse audiences. *
Experience in independently and successfully clarifying issues, analyzing concerns, and resolving highly complex problems of an unusual nature, making, and implementing sound decisions. *
Demonstrated advanced verbal and written communication and presentation skills to effectively disseminate, create, and present highly detailed and complex financial information to diverse audiences. *
Demonstrated interpersonal skills to establish and maintain highly productive working relationships with a broad cross-section of management, technical, scientific, and administrative personnel tactfully and effectively. *
Demonstrated verbal and written communication and interpersonal skills. *
Demonstrated organizational, recordkeeping, and coordination skills. *
Demonstrated ability to work independently on multiple time-constrained projects and to successfully complete each. *
Experience evaluating and analyzing complex projects, identify issues, and propose solutions to problems.
Education and Experience: *
BS/BA in project or construction management, business, engineering or equivalent. Five years of experience successfully performing project controls duties as noted above for research-based project(s) within the DOE or Department of Defense. *
Five years of project experience working within an EVMS environment compliant with EIA-748; to include setting baselines, incorporating baseline changes, producing monthly reports and variance analyses. *
Solid understanding of project controls best practices regarding scope, time, cost, change and risk management; and a complete understanding of DOE Order 413.3b and EIA-748 compliant EVM. *
Significant experience with Primavera and EVM cost processors. *
Advanced experience in the use of SharePoint and Microsoft Office Suite.
Position Requirements (Special Training/License):
EVMS, DOE O 413.3b and EIA -748, Cobra, P6 Special Requirements: Pre-employment Drug Screen - External applicants selected for this position are required to successfully complete a post-offer, pre-employment drug test. Medical Exam(s) - Job related pre-placement medical examinations may be required for this position.
This position may require the ability to obtain and maintain a clearance from the DOE.
If determined as such, this position would be identified as a Workplace Substance Abuse (WSAP) testing designated position.
WSAP positions require participation in an ongoing random drug testing program in addition to the pre-employment drug screen.
