BARBOUR COUNTY BOARD OF EDUCATION Job Title: Federal Programs Director Reports To: Superintendent FLSA: Exempt Contract Period: 12 month/240 days Salary Schedule: Based on Board Approved Salary Deadline: Position open until filled Job Description: The Director of Federal Programs will be responsible for planning, supervising, and coordinating all phases of the district's Title programs in compliance with Federal, State, and District laws, regulations, policies, and guidelines. Qualifications: Master's Degree (or higher) in field from an accredited institution. At least five (5) years successful teaching experience with a valid teacher's certificate. Federal Program Experience (Knowledge of current trends and research around federal programs in schools. Required) Building-level or District-level leadership experience. Preferred Demonstrated data review and analysis experience. Required Certification in Supervision or Administration. Required Ability to work effectively with school administrators, district personnel and external partners. Demonstrated skills in problem solving and effective human relations. Alternatives or additions to the above qualifications as may deemed appropriate by the Superintendent. Effective oral and written skills. Essential Duties and Responsibilities: Provides fiscal management and federal program coordination for Barbour County Schools. Interprets federal and state regulations/guidelines to ensure compliance and maximum flexibility for school system initiatives. In collaboration with the Superintendent and other district departments, works to ensure compliance and alignment of schools' Alabama Comprehensive Improvement Plans (ACIPs) with Title funding. Provide support and guidance to Principals and building-level ACIP teams in developing annual ACIPs. Participates in and provides insight into the district's School Accountability Reviews (SARs). Provides federal program resources for school system systemic reform efforts i.e., staff development, supplemental materials, etc. Disseminates timely and accurate federal program information to local school and central office personnel. Communicates regularly with local, state, and federal government officials. Approves and processes federal program budgets, requisitions and agenda items for individual public schools. Conducts federal program advisory council meetings. Coordinates state and federal programs to ensure program compliance with federal regulations including special services for homeless and migrant children, neglected and/or delinquent children and private school students. Supervises and/or monitors federal program personnel including federal program, compliance monitors, program facilitators, supplemental teachers and classroom aides. Performs additional tasks as assigned by the Superintendent. Evaluation: Performance of this job will be evaluated in accordance with provisions of the Board's policy on evaluation of personnel.
