This is a 1 year project. Title: Business Analyst 1. Bill Rate: ***. Interviews: Video Call (plans to interview the first two weeks of December). Hybrid work: 2 to 3 days in office, local candidates only within an hour from Smyrna.
Position Summary The Data Governance Analyst will play a key role in strengthening the DPH data governance framework by ensuring the accuracy, consistency, and reliability of data across systems. This position will focus on the development and maintenance of data dictionaries, implementation of data standardization practices, and management of metadata to support effective data use and decision‑making. The analyst will collaborate with epidemiologists, informaticists, data stewards, program leads and IT staff to document and harmonize data elements, maintain data dictionaries and metadata repositories that improve transparency and accessibility. The ideal candidate has experience in data governance or health informatics, strong knowledge of data management tools, and the ability to engage diverse stakeholders.
Key Responsibilities Data Dictionary Development and Maintenance
Create, maintain, and update comprehensive data dictionaries to ensure clear definitions and business rules for critical data elements.
Work with subject‑matter experts and system owners to validate data definitions and ensure alignment across programs.
Provide training and documentation on the use and interpretation of data dictionaries.
Data Standardization
Develop and implement data naming conventions, formatting rules, and coding standards to ensure consistency across systems.
Identify and resolve discrepancies in data standards across applications and workflows.
Provide training and technical support to staff on the use and importance of standardized data practices.
Support integration of standardized data definitions into system modernization projects, migrations, and interoperability initiatives.
Metadata Management
Design, implement, and maintain metadata repositories that capture data line‑age, ownership, and usage across public health systems.
Develop standardized processes for metadata collection, cataloging, and updating to ensure consistency and accuracy.
Monitor metadata quality, identify gaps, and recommend improvements to enhance usability and compliance.
Provide training and consultation to staff on metadata practices, fostering a culture of data stewardship.
Governance and Compliance Support
Collaborate with data governance committees to enforce policies, procedures, and guidelines related to data quality and integrity.
Monitor compliance with data governance standards and elevate issues as needed.
Support audits and reporting requirements by providing detailed documentation on metadata and data standards.
Qualifications
Bachelor’s degree in information science, Computer Science, Database Management, Public Health, or a closely related field required; a master’s degree in a related discipline preferred.
3+ years of experience in data governance, data management, or related roles.
Strong understanding of data dictionaries, data standards, and metadata management frameworks.
Experience with data governance or metadata management tools (e.g., Collibra, Alation, Informatica, or similar).
Excellent analytical, problem‑solving, and documentation skills.
Strong communication and stakeholder engagement abilities.
Experience working in healthcare, public health, or government data environments.
Familiarity with data privacy regulations (e.g., HIPAA, GDPR) and their implications for metadata and data standardization.
