Summary Public Health – Seattle & King County's Health Sciences Division is seeking a highly qualified individual with expertise in both accounting and contract administration to take on the role of Administrator II – Contract Administrator within our administration and finance unit. This key position is integral to the management of various contract and accounts payable responsibilities within the unit. The successful candidate will demonstrate strong analytical skills, proficiency in Oracle EBS, and extensive experience with Microsoft Excel and other reporting software used for effective revenue and expenditure monitoring. A keen attention to detail and the ability to navigate complex contract processes are essential for this role.

Position Summary The Administrator II – Contract Administrator will lead all aspects of contract production and execution, focusing on ensuring compliance with federal, state, county, and departmental requirements. This includes managing contract reviews, technical quality assurance, and approvals for accounts receivable and payable, as well as oversee other professional contracts. Additionally, the role involves developing Requests for Proposals/Qualifications, bids, Memoranda of Understanding, and Inter‑Local Agreements. The position plays a critical part in ensuring financial stewardship and compliance and contributes significantly to the smooth operation and success of Public Health's programs and initiatives.

Background The Health Sciences Division provides robust assessment and evaluation work and population health strategies to influence Public Health with a focus on community conditions through data, evidence, and emerging best practices in partnership with the community. The duties of the Health Sciences Division include working with community partners to address the root cause of health disparities and improve population health outcomes; providing the functions of assessment, epidemiology, and program evaluation; and advancing health equity in the community through strategies at the individual and environmental levels that promote protective factors and reduce risk for chronic disease, injury, and violence. Health Sciences is dedicated to improving the health and well‑being of residents through innovative, evidence‑based programs, and services.

Public Health – Seattle & King County ("PHSKC") is the Public Health Department for King County, Washington which includes 39 cities, including the City of Seattle, and unincorporated areas. Public Health is one of the largest metropolitan health departments in the United States with over 1,600 employees. Work Schedule The typical work week is Monday through Friday, 8:00am–5:00pm, 40 hours per week. This position is designated as hourly/non‑exempt under the regulations of the Fair Labor Standards Act (FLSA), which means it is overtime‑eligible. You must receive prior approval from your supervisor before working any necessary overtime hours to meet your position responsibilities.

Work Location Chinook Building – 401 5th Avenue, Suite 1200, Seattle, WA 98104.

Remote and Onsite Work The Health Sciences Administration and Finance team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County‑issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Job Duties

Administer and manage contracts, including reviewing scopes of work, establishing and reviewing contract exhibits and documents, setting up contracts in an online system (e.g., Agiloft), and maintaining accurate files.

Conduct detailed invoice reviews, route for program staff approval, track payments, and troubleshoot payment issues.

Ensure accurate data entry and act as a subject matter expert in systems such as Agiloft, iProcurement, and iExpense.

Serve as a liaison between the contracts team (e.g., CPRES) and the division.

Develop and maintain financial policy compliance tracking tools, monitoring systems, and reporting procedures.

Provide technical assistance and support to contractors, ensuring timely and accurate invoicing, and financial tracking.

Assist with project procurement, gift card procurement and tracking, and general administrative duties.

Innovate and improve administrative processes to enhance financial stewardship and direct service delivery.

Coordinate with accounts payable and contracts unit as necessary.

Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills Minimum Qualifications

A minimum of 18 months of experience in contract administration, including contract management, compliance, monitoring, and reporting.

Proficiency in Microsoft Excel at an intermediate level.

Experience with online procurement and financial management systems.

Knowledge of generally accepted accounting principles (GAAP).

Strong communication skills, both written and verbal.

Ability to define, visualize, measure, control, report, and improve processes to meet customer requirements.

Proven ability to establish productive relationships with internal colleagues and external clients.

Desired Qualifications

Knowledge of contracting and finance, including system workflow and technical knowledge of contract management applications like Agiloft/Zoom grants.

Advanced knowledge of grants management, accounting, audit, and public sector budgeting.

Experience with Oracle‑based financial and reporting systems and electronic contract administration systems.

At least two (2) years of experience in managing the fiscal and contractual aspects of federal or state grants/contracts.
