Parents as Teachers (PAT) Project Coordinator Job Description Essential Functions

Provide administrative leadership and manage day‑to‑day operations of the Parents as Teachers program.

Design, direct, and administer the PAT program in accordance with national and state guidelines.

Supervise, support, and evaluate Parents as Teachers staff in compliance with Keystone Learning Services, KSDE, and PATNC requirements.

Ensure implementation, monitoring, and documentation of program services, including home visits, screenings, playgroups, parent connections, and resource networking.

Review and monitor individual and program data, including caseloads, screening compliance, referrals, goals, annual program reports, and performance measures.

Develop and maintain organized systems for record keeping and reporting at the local, state, and national levels.

Prepare, write, and submit the annual KSDE program grant and all required end‑of‑year and performance reports.

Oversee and implement the Parents as Teachers Quality Assurance process.

Manage fiscal operations, including budget oversight, expenditure tracking, and approval of staff work schedules and expense reports.

Communicate regularly with superintendents of contracting districts regarding quarterly progress reports, unit requests, program requirements, and other operational needs.

Organize, facilitate, and present reports to the Keystone Board of Directors annually and to the Keystone PAT Advisory Board on a biannual basis.

Collaborate with KSDE, KSBE, legislators, PATNC, district administrators, and area PAT programs to ensure program alignment and sustainability.

Advocate for the Parents as Teachers program, staff, and families and seek additional funding through grant writing and community partnerships.

Promote and support the philosophy and mission of the Parents as Teachers National Center.

Promote and support the mission and vision of Keystone Learning Services.

Ensure confidentiality of family, staff, and district information.

Other Functions

Provide ongoing training and professional development opportunities for Parents as Teachers staff. Facilitate monthly staff meetings and trainings.

Maintain required certification as a Parent Educator and Supervisor through the Parents as Teachers National Center.

Engage community, state, and national leaders in support of Parents as Teachers programming.

Perform other duties as assigned to support the Parents as Teachers program and Keystone Learning Services.

Job Requirements Skills, Knowledge and Abilities

SKILLS in program administration, staff supervision, fiscal management, grant writing, compliance monitoring, and effective communication.

Ability to manage multiple priorities, maintain accurate records, and exercise sound professional judgment.

KNOWLEDGE of early childhood development, family engagement practices, Parents as Teachers program standards, Kansas education systems, and applicable laws, policies, and funding requirements.

ABILITY to interpret and implement national and state guidelines, analyze program data, prepare reports and grant documentation, solve practical problems, and work effectively with diverse individuals and groups.

Core Requirements

Experience managing programs, supervising staff, and administering budgets; experience with early childhood or family support programs preferred.

Education: Bachelor’s degree in early childhood education, education, behavioral or social sciences, or a related field required; Master’s degree preferred.

Licensure/Certification: Successful completion of Parents as Teachers Foundational and Supervisor trainings; ability to maintain required PATNC certification.

Equivalency: Demonstrated ability to lead staff, collaborate with districts and community partners, manage grants and budgets, and support families and young children.

Work Environment The usual and customary methods of performing the job’s functions require travel to homes, schools, meetings, and Keystone offices (Oskaloosa and Ozawkie). The position requires reliable transportation, a valid driver’s license, and the ability to manage a home office with internet access. The employee must use standard office equipment and be reachable by phone during working hours. The job is performed in a combination of office, school, community, and home‑based environments.
