Description This position provides data analysis for Real Property and Real Estate records to Department of War (DoW) customers at the Military Ocean Terminal Concord (MOTCO) Directorate of Public Works (DPW). The analyst will support research of legal documentation in conjunction with quarterly data exports from REMIS (Real Estate Management Information System), assist MOTCO in executing new outgrant/ingrant requests and renewals of expiring legal instruments including licenses, leases, permits, and easements, and conduct annual inspections of outgranted property to ensure inventory activity is consistent with information in the General Fund Enterprise Business System (GFEBS). Tasks include tracking outgrant/ingrant requests and renewals; preparing real estate packages; coordinating with stakeholders (environmental division, installation security, legal counsel); providing status updates and scheduling meetings; maintaining, digitizing, and researching historical legal records; assembling and submitting quarterly data call taskers; and conducting physical inventories of outgranted property with the MOTCO’s assigned Realty Specialist from USACE to verify compliance standards.
The analyst will also work closely with the Areli Real Property/GFEBS Analyst to maintain real property financial data in GFEBS and ensure that MOTCO remains audit ready. This role provides support by performing GFEBS data analysis, updates, inputs, and edits and ensuring that reporting in GFEBS is consistent with information in the real property physical and digital folders. Tasks include maintaining financial records, conducting physical inventories of Army real property, ensuring data adheres to business rules, assembling audit samples, and assisting MOTCO civilian personnel with analysis tasks. The analyst will work closely with the Areli GIS Project Manager to validate real property measurements and ensure that real estate records in GIS are current; experience with GIS technologies is not required.
Understanding office automation and quick learning of new technologies is critical. Previous work with GFEBS or REMIS is preferred but not required, as the role requires GFEBS training to obtain system access. The candidate must display proficiency and a solid understanding of various types of structures, building uses, asset category codes, real estate terminology, business-related computer systems, and office equipment within 30 days of hire. Within 60 days, the candidate must display proficiency in legal instruments including licenses, leases, permits, easements, GFEBS real property management, and business best practices. The position reports to the Areli Project Manager.
Requirements Qualifications
High school diploma and 3-5 years of administrative clerical experience.
Experience working in audit or real estate preferred.
Professional customer service skills and excellent oral and written communication skills are required.
Proficiency with Microsoft Excel, Word, PowerPoint, and Outlook required.
The analyst must hold a valid U.S. driver’s license and the ability to effectively maneuver on uneven terrain during real property inventories.
Candidate must be a U.S. citizen.
Per government contracting requirements, the candidate must be able to clearly speak, read, and write English, be a U.S. citizen, and pass and maintain a National Agency Check Investigation (NACI).
