Solid Waste Manager – Kodiak Island Borough Incumbents are responsible for directing the activities, budget, and personnel of a division within a department. Incumbents are responsible and accountable for performing strategic planning; managing division budget; managing inventory and purchasing; ensuring regulatory compliance at the Federal, state and local levels; providing oversight and direction for the implementation of programs/services; representing the division Borough-wide and to the Assembly; managing legislative initiatives; and, managing and overseeing the work of contractors.

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.

Key Responsibilities

Supervising staff, including prioritizing and assigning work, conducting performance evaluations, ensuring staff training, ensuring adherence to policies and procedures, maintaining a healthy and safe working environment, and making hiring, termination, and disciplinary recommendations.

Planning, organizing and directing the activities of the assigned division, including overseeing the development and administration of policies, procedures, programs, goals and objectives.

Ensuring regulatory compliance of division operations at the Federal, state and local levels.

Representing the division at various meetings, advisory groups, committees, agencies, the Assembly, and other related groups.

Reviewing, preparing and presenting reports on division programs and activities.

Preparing and managing the division budget, including forecasting, allocating resources and approving expenditures.

Responding to and resolving inquiries and concerns from the general public, partners, the business community, and staff.

Performing other duties of a similar nature and level as assigned.

Training and Experience Bachelor’s Degree in a related field and 5 years of progressively responsible experience directly related to the area assigned, including 3 years of supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing/Certifications

State of Alaska Driver's License.

Manager of Landfill Operation Certification (MOLO).

40 Hour HazMat Certification.
