We encourage you to consider joining NCDOT where our work not only serves the citizens of North Carolina but has an impact on our world through all modes of transportation.**Description of Work**Anticipated Vacancy The primary purpose of Program Coordinator III within the Ignition Interlock Unit of the North Carolina Division of Motor Vehicles (NCDMV) is to oversee and manage the state's Ignition Interlock Program, ensuring compliance with legal requirements, oversight of ignition interlock vendors and service providers, and facilitating communication between participants, legal entities, and government agencies. This role is crucial for maintaining public safety and supporting individuals seeking to reinstate their driving privileges following alcohol-related offenses. Key Responsibilities include Program Oversight and Compliance, Vendor Oversight and Compliance, Participant Support and Communication, Data Management and Reporting, Policy Development and Implementation, Conduct Medical Accommodation hearings.
Provide oversight and regulatory compliance monitoring of ignition interlock device vendors operating in North Carolina. This includes ensuring vendors adhere to state laws, administrative codes, and contractual obligations; reviewing performance metrics and service reports; investigating complaints; and coordinating with vendors to address compliance issues, service quality, and operational standards. Regularly participate in audits, vendor evaluations, and policy development to maintain the integrity and effectiveness of the ignition interlock program.
The successful applicant should:
• Possess skills in rendering decisions and abilities to conduct fair and impartial hearings through knowledge of Guidelines, Regulations, Policies and References to protect the constitutional rights of all parties involved.
• Possess good listening skills to provide excellent verbal/written communication.
• Have a thorough knowledge of Chapter 20 Motor Vehicle Laws..
• Possess communication skills through establishing and maintaining effective working relationships with law enforcement agencies, DMV personnel, District Attorneys, trial lawyers, judges and law enforcement officers.
The program area for this position includes one or more of the following: working knowledge of the Ignition Interlock Program and/or working knowledge of Chapter 20 Motor Vehicle Laws.**Knowledge Skills and Abilities/Management Preferences**Salary Grade: NC12 Salary Range: $45,926 - $80,369**Management prefers applicants with the following:*** Knowledge of administrative law, due process, and North Carolina motor vehicle laws, policies, and administrative codes.* Demonstrated ability to interpret and apply legal standards and DMV regulations in quasi-judicial proceedings, ensuring fair and legally sound decisions.* Demonstrated ability to review complex legal and technical information, evaluate evidence, and render unbiased, evidence-based decisions.* Experience participating in or conducting formal administrative hearings or legal proceedings is strongly preferred.* Considerable experience using Microsoft Office applications, including Word and Excel, with experience supporting administrative functions and customer service processes.**Minimum Education and Experience**Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both.
