divh2Cybersecurity Resource Manager/h2pKoniag IT Systems, LLC, a Koniag Government Services company, is seeking a Cybersecurity Resource Manager with a TS/SCI security clearance to support KITS and our government customer at the Mark Center, Alexandria, VA. This is a hybrid position that requires 1-4 days on-site. The portfolio includes more than 15 contracts and exceeds $100 million annually. This role requires demonstrated mastery of DoD financial management, contract funding processes, execution reporting, and fiscal law. The Resource Manager must independently develop spend plans, forecast shortfalls, brief leadership, and resolve execution issues without external coaching. This position directly enables the Directorate to meet its cybersecurity mission through precise and timely resource management./ppEssential functions, responsibilities duties may include, but are not limited to:/pulliDevelop and maintain the annual spend plan with zero defect accuracy, ensuring alignment with strategic priorities and execution timelines./liliProduce detailed monthly and quarterly forecasts for all funding lines, contracts, and program requirements./liliIdentify and brief funding shortfalls, deltas, and emerging risks with recommended mitigation strategies./li/ululliPrepare complete and audit-ready funding packages, including IGCEs, PWSs, Statements of Objectives, and DD 7600A MIPRs./liliDevelop all documentation required for PR/MIPR initiation and ensure packages meet contracting and fiscal law standards./liliCoordinate directly with contracting officers to ensure timely obligation and execution./liliTrack obligations, expenditures, and burn rates for all contracts and provide variance analysis./li/ululliApply expert level knowledge of RDTE, OM, and Procurement appropriations to determine correct funding sources./liliEnsure all actions comply with fiscal law, DoD FMR, and appropriation rules./liliAdvise program managers on funding strategies to optimize execution and prevent Anti Deficiency Act (ADA) risks./li/ululliExecute the Directorates internal budget and ensure timely processing of all funding actions./liliProduce monthly execution reports for SES leadership, including KPIs, variances, and actionable recommendations./liliAnalyze execution data from multiple systems (e.g., GFEBS, DEAMS, PBIS, internal trackers)./li/ululliMonitor execution performance against OSD benchmarks and identify areas requiring corrective action./liliDevelop and implement corrective action plans to address execution gaps./liliEnsure compliance with DoD financial management policies and maintain audit-ready documentation./li/ululliServe as the Directorates primary financial advisor for all budget and execution matters./liliCoordinate with program managers, contracting officers, and external stakeholders to ensure synchronized execution./li/ululliMaintain complete, accurate, and audit-ready financial records for all transactions./liliEnsure compliance with DoD record-keeping requirements and internal controls./li/ululliIdentify inefficiencies in budget and execution workflows and propose improvements./liliDevelop and implement standardized best practices for financial management across the Directorate./li/ulpRequired qualifications:/pulliActive TS/SCI security clearance./liliBachelors degree./liliMinimum of 15 years of experience in DoD financial management, budget execution, or contract funding./liliProven experience in creating and managing funding packages, including IGCEs, PWSs, and DD Form 7600a./liliSignificant experience with MIPR/PR preparation and processing./liliDemonstrated experience in developing and executing spend plans./liliExperience in preparing and presenting budget execution reports to senior leadership./li/ulpKnowledge and skills:/pulliExpert knowledge of DoD financial management policies, regulations, and procedures./liliIn-depth understanding of RDTE and OM funding rules and regulations./liliStrong analytical and problem-solving skills./liliExcellent communication, interpersonal, and presentation skills./liliProficiency in financial management software and Microsoft Office Suite (especially Excel)./liliAbility to work independently and as part of a team./liliAbility to manage multiple priorities and meet deadlines./li/ulpDesired qualifications:/pulliCertified Defense Financial Manager (CDFM) or other relevant certification./liliExperience with DoD financial management systems (e.g., Defense Agencies Initiative (DAI))./liliFamiliarity with the DoD Planning, Programming, Budgeting, and Execution (PPBE) process./liliExperience in developing and implementing process improvements./liliExperience briefing senior leadership on budget-related topics./li/ulpOur equal employment opportunity policy: The company is an equal opportunity employer.
