Position Overview Safety and Risk Manager at HF Sinclair, responsible for overseeing compliance with safety laws, leading plant‑wide safety programs, and managing safety, security, emergency, and industrial hygiene programs at refinery manufacturing sites.

Responsibilities

Ensure site compliance with OSHA and other regulatory standards.

Drive injury and near miss reporting, investigation, trending, and analysis.

Track and close Occupational Safety Action Items and audit findings.

Lead Workforce Safety Communication Program, including safety bulletins, stand‑downs, and lessons learned.

Implement Behavioral Based Safety Programs and audit Safe Work Programs.

Interface with HR to identify and complete required safety training and provide additional training beyond compliance.

Maintain Safety Critical Equipment inspection and maintenance programs.

Obtain employee feedback on safety and conduct Safety Culture Assessments.

Assist Materials Management with Contractor Pre‑Qualification.

Prepare and maintain accident and safety records and reports required by the company, associations, and governmental bodies.

Participate in Occupational Safety Steering Committee meetings.

Facilitate periodic Insurance Audits.

Manage community relations, including liaison with local residents, fire, police, and city governments.

Manage safety expense budget and related capital projects.

Ensure effective injury case management and supervise the site occupational safety nurse where applicable.

Manage Industrial Hygiene and Radiation Safety Program and site Emergency Response Program.

Manage site Security Program and conduct vulnerability assessments.

Develop and implement new site policies and procedures and lead Safety Leadership Program and Culture Development.

Qualifications

Minimum 10 years of experience in refinery manufacturing, health/safety assignments, or equivalent.

Bachelor’s Degree in Safety, Engineering, or related field.

Preferred certifications: Certified Safety Professional, Certified Industrial Hygienist, or Professional Engineer.

Advanced knowledge of OSHA regulations and critical occupational safety activity.

Leadership and influence skills with ability to influence people outside direct reporting structure.

Advanced proficiency with Microsoft products and industrial engineering practices.

Excellent written and verbal communication and interpersonal skills.

Goal‑oriented, organized, and ability to initiate changes and maintain balance of business line customer needs in a regulated environment.

Working knowledge of incident investigation (RCA) techniques and other training focused in areas of responsibility.

Supervision of up to seven employees, providing leadership for occupational safety across the entire plant.
