Job Overview This position promotes public health by providing professional guidance in the inspection of a variety of venues including but not limited to food, lodging, and recreational facilities. Investigates and participates in the resolution of environmental complaints, nuisances, and hazards. Provides education and resources to establishments to support compliance and public health. Consults with medical professionals, law enforcement, code enforcement officers, and others. Serves as an ex‑officio member of the local Health Board and Lake Board, provides information on inspections, violations, and compliance issues. May testify in court in matters relating to actions taken against violators of public health statutes.

Essential Functions Field Inspections – Completes inspections, licensing, and enforcement of federal, state, and local codes and regulations for food, beverage, and lodging establishments, schools, daycares, grocery stores, convenience stores, children's camps, recreational campgrounds, public swimming pools, bathing beaches, splash parks, water and sewage treatment systems, septic systems, manufactured home parks, hospitals, nursing homes, long‑term and adult care facilities, diagnostic and treatment centers and various other sites that fall under the scope of health and public safety regulations. Prepares inspection reports based on statutory and regulation compliance which cite violations, document deficiencies, and recommend improvements. Provides education and information on environmental health matters to licensed facilities and the public. Enforces health protection standards as outlined by the State of Montana or federal government guidelines. Recommends appropriate action against violators of health codes; enforces codes pertaining to inspection of licensed establishments. Investigates and participates in the resolution of suspected cases of food‑borne illness to determine common source and consults with operators regarding code requirements. Maintains current records of all activities and samples; prepares reports following inspections and investigations. Analyzes and reviews plans for new or remodeled food service establishments and public accommodations for compliance with laws and regulations. Aids in correcting areas of noncompliance, coordinates permitting processes, and conducts specialized inspections of food services provided for temporary events.

Environmental Analysis & Health Impacts – Responds to all assigned environmental and nuisance calls; conducts inspections and evaluations of potable, recreational (natural and artificial) and wastewater systems. Investigates and resolves health problems and nuisances concerning garbage, rodents, insects, and air quality. Operates a variety of monitoring instruments in obtaining or collecting environmental samples, submitting them to laboratory for testing. Monitors air particulates and other elements known to be air pollutants. Provides education and information on hazards in the environment that can impact health and makes recommendations on proper methods of control. Provides review of environmental assessments for proposed properties, including drinking water supply systems, on‑site wastewater treatment systems, storm water drainage provisions, and solid waste provisions. Utilizes funds allocated from the State of Montana to execute the junk vehicle program, responds to reports of and/or designates junk vehicles, notifies owners and ensures the removal of junk vehicles for safe disposal. As a certified Storm Water Pollution Prevention Plan Administrator/Preparer, completes a site assessment for storm water management per DEQ regulations; identifies and ensures best management practices to prevent pollution from construction projects and provides assistance to all parties involved to ensure compliance.

Department Administration – Prepares annual budget with the County Commission; directs and controls the expenditure of departmental fund allocations within the constraints of approved budgets. May identify potential funding sources to assist public venues such as the lake; applies for and administers grants. Works directly and in conjunction with the Public Health Department and Montana Department of Health and Human Services to meet reporting requirements for the Public Health Emergency Preparedness grant for Food and Water Safety deliverables. Attends meetings with the Commission and other county departments/entities as needed. Informs and advises the County Commission, Planning Board, and City Council on local environmental issues. Prepares reports and correspondence; maintains records in accordance with the Secretary of State Retention Schedule.

Safety Safety is a primary duty and a personal responsibility. County employees are responsible for reading, understanding and following safety rules and procedures as identified within County policy, our safety program, and at each department/work location. This position is responsible for wearing PPE as identified in the JSA or when working in areas where there is danger of injury. Responsible for wearing suitable work clothes as determined by the Fallon County Commission. Reports all injuries, hazards, and/or near misses utilizing established reporting forms and procedures. Knows the location of first aid kits, fire extinguishers, and other safety devices. Attends all safety meetings including annual training. This position will not perform potentially hazardous tasks or use any hazardous material until properly trained.

Work Environment This role routinely uses standard office equipment such as computers, telephones, photocopiers, 10‑key calculators, filing cabinets, and fax machines. It may be performed in inclement weather conditions and includes working outdoors and inside food retail establishments.

Required Education and Experience Employment with Fallon County requires a high school diploma or equivalent. Must be at least eighteen (18) years of age. The above knowledge, skills, and abilities are typically acquired through a bachelor’s or master’s degree in environmental health or related science. Licensure as a Registered Sanitarian as administered by the Montana Board of Sanitarians is required. Must maintain active and valid licensure for duration of employment.

Additional Eligibility Qualifications Must possess or obtain a Montana driver license within thirty (30) days of employment. This position may use a County owned vehicle and is subject to a motor vehicle driving history review.

Compensation Sanitarian (at hire): $35.49 per hour Sanitarian 1 (Completion of year 1): $36.26 per hour Sanitarian 2 (Completion of year 2): $37.03 per hour Sanitarian 3 (Completion of year 3): $37.79 per hour Sanitarian 4 (Completion of year 4): $38.56 per hour Sanitarian 5 (Completion of year 5): $39.33 per hour After the first year, eligibility to receive longevity: $0.15 per hour every year, with $0.25 per hour every five years.

Position Type/Hours of Work This is a part‑time, permanent, twenty (20) hours a week position: Monday through Friday, 10:00 a.m. to 3:00 p.m. with one hour allocated for lunch. There is flexibility in setting this schedule. Occasionally the demands of this work may result in additional hours.

Physical and Environmental Demands While performing the duties of this job, the employee is regularly required to speak and hear, sit for long periods, stand, bend, and reach with hands and arms, stoop, kneel or crouch, climb ladders, lift up to twenty‑five (25) pounds, and may risk exposure to environmental hazards and hazardous materials. May occasionally work with hostile individuals during investigative/enforcement functions.
