Position Highlights

Role Property Agent Trainees are the Department’s entry‑level positions in Rights of Way. Trainees receive training in real‑property acquisition and relocation services, property management, leasing, appraisals, title examination, closings, and deed preparation as they relate to the work of the Division of Rights of Way. They perform a wide variety of increasingly difficult duties as technical skills are acquired during the development program. Upon successful completion of the program, trainees become eligible for promotion to Property Agent 1.

Training Program The development program is determined by the experience and training requirements of the designated class of Property Agent 1 and the prior education and experience of the selected candidate. It will not exceed three years. Trainees must be available to travel to and attend trainings, conferences, public meetings, field reviews, etc., both within and outside normal working hours, when necessary, and must possess and retain a valid driver’s license.

Salary

1st year of training – Bachelor's Degree and/or qualifying experience: $55,328

1st year of training – Master’s Degree: $57,320

2nd year of training – General Rate: $63,306

Responsibilities

Receive training in introductory governmental work for development of skills and knowledge in the field of public administration.

Perform a variety of increasingly difficult duties as skills are acquired during the development period.

Perform related duties as required.

Knowledge, Skill and Ability

Oral and written communication skills.

Ability to acquire required knowledge and skills for target classification; evaluate and solve problems using judgment and logic.

Read, interpret and understand written materials, charts, graphs and tables.

Basic arithmetic computations.

Establish and maintain cooperative relations with superiors, associates and the general public.

Utilize computer software.

Minimum Qualifications Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.

Preferred Qualifications

Bachelor's or Master’s degree from an accredited college or university in real estate, business administration, economics, geography, communications, urban planning, political science, engineering, or a closely related field.

Experience using Microsoft Office 365, Teams, Word, Excel, Access, PowerPoint and Outlook.

Interpersonal, presentation, public speaking and communication skills with diverse populations.

Organizational skills to prioritize work, manage time, resources and multiple tasks while meeting deadlines.

Strong work ethic, positive attitude, eagerness to take direction, learn and retain training.

Problem‑solving skills and ability to recommend effective solutions.

Reading and interpreting statutes and case law.

Reading, interpreting and understanding engineering and design drawings and plans.

Experience or training in Geographic Information Systems (GIS).
