The City of Sanford is seeking a Grounds Supervisor to perform skilled and technical work in the care, maintenance, and enhancement of public grounds, rights-of-way, landscapes, and horticultural areas. The role oversees daily operations, leads assigned staff and inmate work crews, and ensures high-quality maintenance standards. This position also participates in hands-on field work, operates and maintains equipment, maintains appropriate records, and coordinates work order processing.
Responsibilities and qualifications are as follows:
Supervises Staff & Work Crews
– Recruits, leads, schedules, trains, evaluates, and disciplines assigned staff and inmate crews to ensure safe, efficient, and high-quality work.
Plans Daily Operations
– Develops work plans, assigns tasks, coordinates schedules, maintains timesheets and ensures completion of grounds maintenance activities.
Performs Grounds Maintenance
– Participates in mowing, planting, pruning, mulching, seeding, fertilizing, spraying, and general landscape care.
Manages Work Orders
– Oversees VueWorks or similar systems to ensure accurate entry, prioritization, assignment, and timely completion of work requests.
Maintains Equipment
– Operates, inspects, and performs routine maintenance on mowers, tractors, and specialized tools; schedules major repairs as needed.
Ensures Safety Compliance
– Conducts safety meetings, enforces safety standards, and ensures adherence to regulations, PPE use, and proper chemical handling.
Coordinates Litter & Cleanup Activities
– Organizes and monitors litter removal, debris management and curbing and edging across public grounds and rights-of-way.
Manages Inventory
– Manages equipment and material inventory and purchases replacements as needed.
Maintains Records & Reports
– Prepares reports, keeps accurate documentation, and manages administrative tasks related to personnel, projects, and maintenance activities.
Responds to Weather Events
– Leads and participates in snow removal, ice control, storm cleanup, and emergency response efforts.
Assists with Special Events
– Coordinates and participates in set-up, logistics, and support for city programs and events.
Trains in Equipment Operation
– Provides instruction on the safe and effective use of machinery, vehicles, and tools for staff and inmate workers.
Performs Related Duties
– Carries out additional tasks and responsibilities to support the Grounds Department as assigned.

Position requires any combination of education and experience equivalent to graduation from high school and moderate experience in grounds maintenance, landscaping, and/or horticulture, as well as extensive supervisory experience. Ideal candidate will have strong knowledge of horticulture, landscape maintenance practices, and irrigation systems; ability to read diagrams; proficiency in equipment operation and maintenance; strong planning and organizational skills; ability to supervise diverse teams; strong communication and interpersonal skills; ability to perform basic math; ability to anticipate unforeseen projects and maintenance and plans accordingly; ability to make independent decisions; ability to establish and maintain effective working relationships with associates and the general public.
Special Requirements
– Valid NC driver’s license required. Ability to obtain certifications within six months of employment: North Carolina DOC Correctional Agent certification, North Carolina DOT Flagger, Certified Pool Operator, Class B CDL is strongly encouraged. Ability to obtain a North Carolina Pesticide Applicator’s license within specified time period set by the city. Must meet and maintain all certification, license and training requirements for position.
Compensation
– $52,602.54 per year; paid bi-weekly. Up to 5% increase in pay upon successful completion of probationary period.
