The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. Responsibilities
Oversee and manage the hiring of both uniform and non-uniform members of services for the Agency.
Oversee aspects of performance management, employee relations, and HR policy implementation.
Analyze existing policies and processes to determine and recommend improvements where needed.
Collaborate with senior management and external partners to align HR initiatives with DOC’s strategies and goals.
Ensure timely and effective resolution of HR-related issues in compliance with federal, state, and city regulations.
Develop and foster a culture of learning and internal growth within the HR department.
Identify and implement industry best practices to improve and streamline HR processes.
Provide direction to the team to ensure seamless coordination across HR units for consistent, high-quality service delivery.
Lead special projects as assigned.
Preferred Skills
Extensive experience and knowledge of HR processes and policies.
Proven ability to manage competing priorities.
Experience with using and making data-driven decisions at the senior-level.
Ability to communicate highly complex information clearly and succinctly, both orally and in writing.
Ability to lead and build consensus with multiple stakeholders.
Strong analytical, interpersonal, problem-solving, decision-making and organizational skills.
Working knowledge of NYCAPS, PMS, CHRMS, PRISE.
Ability to maintain a high level of confidentiality within the teams.
Minimum Qualifications
Master’s Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Criminal Justice, Political Science, Psychology or a related field, plus at least three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position and at least 18 months in an administrative, managerial, or executive capacity; or
Bachelor’s degree from an accredited college and at least five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, with at least 18 months in an administrative, managerial, or executive capacity; or
A four-year high school diploma or its educational equivalent and at least nine years of satisfactory full-time progressively responsible experience as described above, 18 months in an administrative, managerial, executive or supervisory capacity.
