About This Opportunity The City of Hillsboro Water Department has multiple opportunities for Water Distribution Operators. We have one (1) available position in our Distribution Maintenance Services Section, one (1) opportunity available in our Unidirectional Flushing program, and one (1) in our Flow Control Section. The Hillsboro Water Department operates at a metropolitan scale from a suburban environment, with responsibilities for local water distribution and regional water supply. This is an excellent opportunity to support the City and play a key role in providing the vital resource of clean drinking water to our diverse and thriving community.

Oregon Water Certification Pay level is dependent on education, certifications, and experience. Please see Training and Experience section below for requirements. The following salary ranges reflect annual earnings based on a 40-hour work week.

Distribution Maintenance Services Section Water Distribution Operator - Service Crew ( 1 opening)

As a team member of the Distribution Maintenance Services Section, you will be responsible for the operation and upkeep of Hillsboro’s drinking water distribution and conveyance systems, ensuring safe, reliable service for our community. The team also uses the City’s Computerized Maintenance Management System (CMMS), performs leak detection and investigations, and provides responsive customer service. This is an exciting opportunity to contribute to Hillsboro Water’s mission of delivering safe, high-quality drinking water to our community.

Key Focus Areas

Repairing and replacing water mains and service lines

Installing new mains and services to support system growth

Keep accurate asset data in asset management program

Conducting leak detection and investigations

Supporting customer service needs related to water distribution

Conducting leak detection and investigations as part of water loss prevention efforts.

Performing proactive system repairs and replacements to maintain system integrity.

Identifying and addressing leaks promptly to minimize water loss.

Investigating and resolving system deficiencies and customer complaints related to water distribution.

Other duties as assigned.

Valves & Hydrants Section Water Distribution Operator - Unidirectional Flushing Crew ( 1 opening)

This individual will play an important role performing unidirectional flushing in the Valves and Hydrants section, ensuring system reliability, water quality, and fire protection for the community. This is an excellent opportunity for someone who values essential fieldwork, teamwork, and ensuring reliable water service to the community. This work is critical to system performance and public safety.

Key Focus Areas

Participating in loop and unidirectional system flushing.

Performing valve and hydrant maintenance, exercising, and operation.

Completing valve repairs and rehabilitation work.

Responding to flushing requests to address water quality concerns.

Pressure and flow testing.

Flow Control Section Water Operator - Storage and Conveyance Operations ( 1 opening)

As a Water Distribution Operator in our Flow Control Section, you will have a wide range of responsibilities and tasks that play a vital part in delivering safe and reliable drinking water to our community, maintaining a high level of water quality in our reservoirs while ensuring we meet system demand for nearly 90,000 people and growing!

Key Focus Areas

Maintaining, troubleshooting and repairing distribution pumping and storage facilities, including pumps, motors, control valves, generators, and other related equipment.

Monitoring and maintaining system performance levels using SCADA and data trending software.

Regulate flow and pressure to maintain system hydraulics and meet daily demands.

Calibrate various instruments, perform water testing, and review results to ensure water quality standards are met.

Perform underground utility locates as required.

Operate and maintain facilities at Barney Reservoir, ensuring the safe storage and delivery of raw water.

Operate various outdoor power tools i.e. chainsaws, string trimmers, pressure washers etc.

Operate vehicle in remote areas in inclement conditions including heavy rain and snow.

In addition to specific key focus areas duties Water Distribution Operators responsibilities may include:

Computerized Maintenance Management

Maintain the computerized maintenance management system (CMMS) for efficient tracking and management of assets.

Ensure accurate and up-to-date records of maintenance activities, repairs, and replacements.

Customer Service and Plan Review

Provide excellent customer service by addressing questions, concerns, and complaints from the public and our customers.

Supply requested information and take appropriate measures to resolve issues effectively.

Collaborate in plan reviews for new installations and modifications within the water distribution system.

Water Analysis and Record Keeping

Conduct water analyses to ensure compliance with regulatory standards.

Maintain comprehensive records of water distribution activities, ensuring documentation accuracy.

Current Upcoming Projects

Hillsboro is a partner in Willamette Water Supply, a regional water system which is slated to come online in 2026.

Hillsboro Operations is operating a unidirectional flushing program in preparation for integrating Willamette Water Supply with our system.

Lead and Copper Rule Revision Compliance.

Implementing the CMMS Program.

JOB QUALIFICATIONS / REQUIREMENTS: (At time of application and in addition to the Knowledge, Skills, and Abilities listed above.)

High School Diploma or GED; and 1 year experience as a Water Distribution Operator; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Equivalent combination of education and experience in utility maintenance/construction sufficient to successfully perform the essential duties of the job.

Course work in chemistry, biology, water, wastewater technology, or related field preferred.

Licensing/Certifications

Valid Driver’s License and safe driving record.

Oregon Water Distribution Operator I- IV Certification.

12 month certificate in OHA approved water & environmental technology program preferred not required

Preferred Qualifications at Time of Hire (all are required within 1 year of hire) Class A CDL with Tanker endorsement or the ability to obtain one within 12 months of hire.

FEMA/ICS 100, 200, 700

Traffic Control Certification

OSHA Competent Person Certification

TriMet Track Access

Forklift Certification

First Aid/AED Certified

Oregon boaters license within 1 year (Flow Control Section).

Additional Information

On Call Scheduled Rotation is a requirement for this position.

All three positions with a response time within 1 hour from Hillsboro Service area required.

This position requires you to be able to lift 90 lbs. with or without reasonable accommodations.

This is a Safety Sensitive position - this position/classification impacts the safety of the employee and the safety of others as a result of performing that job. This position will be subject to a physical and drug screening prior time of hire.

You may be subjected to adverse weather conditions while performing duties of this position and remote locations.
