The State of New Hampshire, Department of Environmental Services, Commissioner's Office, Project Management & Innovation Unit has a full-time vacancy for a Major Project & Innovation Analyst.
Summary :
To coordinate project development, tracking, reporting, and deliverables that create, upgrade or revise products and services at the New Hampshire Department of Environmental Services (NHDES). Provides leadership and guidance to staff and subcontractors, monitors data, timelines, and output, and ensures policies, plans, and procedures comply with and meet multiple agencies' mandates and needs.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education : Bachelor’s degree with a major in management information systems, computer information systems, or computer science. Each additional year of specialized formal education may be substituted for one year of required work experience.
Experience : Seven years' experience in systems analysis, broad-based knowledge of business environments, preferably in a field or occupation related to software development, software support, or software maintenance, three years of which shall have included the direct involvement in application or product lifecycle management. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification : None required.
PREFERRED QUALIFICATIONS:
Certification in Project Management, LEAN, AGILE, Continuous Improvement, or an equivalent certification preferred.

Responsibilities:
Develops and maintains a comprehensive understanding of NHDES business needs and translates these requirements into project plans, scopes of work, budgets, and other supporting materials for contractors, business analysts, and program staff. Serves as the primary point of contact for department and division initiatives, ensuring effective communication and coordination with all internal and external partners and stakeholders.
Executes and supports entire project trajectory, facilitates planning with critical stakeholder meetings, sets work plans, and initiates actions. Identifies appropriate multi-disciplinary staff, including scientists, business analysts, program administrators, and any other key participants, to ensure project objectives and timelines are successfully met. Provides feedback and guidance to project participants towards the successful completion of project milestones and deliverables.
Researches and analyzes the compilation of technical source data necessary for project and system updates and changes. Conducts organizational studies and evaluations, contributes to systems and procedure changes, facilitates work simplification and quality improvement initiatives, and prepares documentation and implement techniques, actions, and outcomes.
Develops technical expertise in online applications through various platform and in-person training to inform project requirements. Analyzes and publishes timelines and metrics dashboards for use in administrative decision-making. Works with the Department of Environmental Services and Department of Information Technology representatives for any necessary integration with backend databases, applications, tools, and platforms, such as OneStop.
Initiates research to identify potential internal and contracted services and manages subcontractor activities, reviews proposals, develops performance specifications, and serves as liaison between subcontractors and organizations, ensuring compliance with policies, procedures, and state and federal requirements.
Reviews and develops communications, guidance, and SOPs as necessary to achieve objectives. Informs Project Management and Innovation Unit (PMIU) Administrator of outcomes to inform cross-organizational policies and procedures and all matters related to activities and online applications, tools, and platforms.
Explores tangential but related solutions such as Cross-Media Electronic Reporting Regulation (CROMERR) compliance, payment processing, constituent application communications, and more complicated functionality that requires configuration in online applications, tools, and platforms as possible support mechanisms in initiatives and projects.
Continually seeks to improve practices to add quality and value in support of the Department's mission while identifying and eliminating unnecessary or redundant actions.
