This role requires a strategic thinker with leadership skills and will function in an on-site work schedule, five days a week. First review of candidates will begin on August 8th, 2025. Key Responsibilities: Oversee HR functions including HR Business Partner, Employee Experience, Employee Relations, Talent Acquisition, and Administration. Serve as an internal consultant to county departments on HR issues, programs, and initiatives. Drive organizational change and build consensus across all levels. Align HR strategies with organizational goals and foster a positive work environment. Ensure oversight of HR functions such as policy administration, talent acquisition, employee relations, ADA compliance, and records management. Partner with departments to identify workforce needs and develop strategies to attract, develop, and retain talent. Consult on complex employee issues, ensuring fair policy application. Provide coaching and support for effective HR service delivery. Set performance standards and provide feedback to staff. Implement employee development programs. Resolve staffing issues, promote retention, and align HR operations with county objectives. Ensure compliance with employment laws and regulations. Assist with HR budget development and reporting. Analyze HR metrics to support data-driven decisions. Act as HR Director in the absence of the Director. Represent the department on various boards and committees. Stay updated on industry trends and best practices. Job Requirements: Bachelor’s degree in HR, Business, Communications, Public Administration, Finance, Psychology, or relevant field. At least 12 years of professional experience in HR, including talent acquisition, employee relations, employment, or workplace planning, across three or more areas. At least 5 years of leadership experience in two or more HR operational areas. Minimum 5 years supervising staff in a medium to large organization, preferably in the public sector. Senior HR certification (e.g., SHRM-SCP, SPHR) or willingness to obtain within a year of hire. A Master’s degree in relevant fields is preferred. Previous public sector experience is encouraged but not required. Education and experience can be substituted for each other as appropriate.
