Position Description The United States Coast Guard’s Directorate of International Affairs and Foreign Policy Advisor (DCO-I) is responsible for advising, informing, and assisting the Commandant on international strategies, foreign policy matters, and the global impact of USCG programs and operations. DCO-I oversees all aspects of the Coast Guard’s international affairs activities, including managing and executing the passport and visa issuance program, negotiating bilateral and multilateral agreements, participating in international organizations, and training foreign personnel through the U.S. Government’s Security Cooperation Training and Education Program. Additional responsibilities include arranging visits by foreign officials, providing technical assistance to foreign governments, and monitoring USCG personnel foreign travel. Supporting this mission, the Senior Training Specialist provides essential program management, technical, and administrative support to DCO-I’s international training and security cooperation functions. Assigned to the Executive Staff Division’s Office of Regional Affairs, Passports and Support Division, and the Office of Security Cooperation, the Specialist plays a key role in coordinating and managing international military training programs. This includes overseeing resident and Mobile Training Team (MTT) engagements, supporting security cooperation initiatives, and ensuring the timely delivery of training to international military students (IMS). The role requires regular interaction with U.S. and international stakeholders to effectively execute the Coast Guard’s global training agenda.

This position is contingent upon contract award Work Schedule and Location:

Full-time position based primarily at USCG Headquarters in Washington, DC Responsibilities Manage and execute international student training programs in compliance with USCG and DoD guidelines. Support quota management processes including entering and tracking training data in DSAMS and other systems Coordinate the development of training sequences involving USCG and partner services. Schedule and facilitate annual quota allocation meetings and training reviews. Create weekly and annual statistical and training summary reports for internal and external stakeholders. Assist with MTT planning, scheduling, and execution, including logistics coordination. Liaise with Combatant Commands, SAOs, foreign governments, and interagency stakeholders to develop and coordinate training and technical assistance. Update country fact sheets with annual training completion data. Support FMS, FMF, INL, MSI case development and training plan execution. Assist in the drafting of program documentation including LOAs, visit reports, memos, and executive summaries. Support USCG's interests at security cooperation events and coordinate interagency agreements and funding proposals. Qualifications Minimum of a High School Diploma and a minimum of three (3) years of experience in foreign assistance or security cooperation, managing international military students and mobile training. Experience with Title 10 and Title 22 programs such as FMS, FMF, INL, and IMET. Working knowledge of USCG’s mission, training systems, and international engagement capabilities. Experience with DSAMS and SANWEB or similar student and case management systems. Proficiency in Microsoft Office 365 applications. Must be a U.S. citizen with an active Secret security clearance. Ability to travel domestically and internationally as required Excellent organizational, planning, and project management capabilities. Strong written and verbal communication skills. Ability to work independently in a high-paced, multi-stakeholder environment. Familiarity with interagency processes and U.S. government funding streams. Occasional travel is required.
