Resource Energy Manager
at supporting the U.S. Navy in
San Diego, CA . In this high-impact role, you will spearhead innovative energy management initiatives critical to installation resiliency and sustainability. You will have the unique opportunity to work on significant projects, driving energy conservation and efficiency at one of the most pivotal military installations. This role offers a dynamic and challenging environment where your expertise will directly support the Warfighter, enhance operational effectiveness, and contribute to the broader mission of national security. A United States Citizenship is required to be considered for this position. Responsibilities Serve as a Resource Energy Manager (REM) supporting Navy installations in the San Diego region. Develop and implement energy and water conservation, efficiency, and resiliency measures. Conduct audits and technical analyses to identify and develop cost-effective energy projects. Support planning and execution of ESPC, UESC, ERCIP, and other funded energy initiatives. Coordinate with facility managers, engineering staff, and utilities to improve performance and identify savings opportunities. Track and report energy usage, savings, and project outcomes using Navy data systems and tools. Lead or support energy awareness campaigns, training programs, and Building Energy Monitor (BEM) engagement. Assist with energy-related design reviews, smart grid integration, FRCS support, and M&V validation. Maintain compliance with federal energy policies, cybersecurity guidance, and Navy standards. Participate in regional energy forums, stakeholder meetings, and training workshops. Maintain applicable certifications and security authorizations. Other support duties as needed/directed. Desired Qualifications: Experience managing energy and water projects that support energy security, resilience, and sustainability goals. Proficiency in developing and designing energy efficiency, water conservation, and renewable energy projects. Familiarity with energy data systems, metering, M&V practices, and economic analysis. Ability to identify and document Energy Conservation Measures through audits. Knowledge of microgrids, high-voltage systems, battery storage, PV, and backup power systems. Awareness of DoD and DoN missions, policies, and organizational structure. Experience supporting programs such as ESPC, UESC, ERCIP, EUL, and PPA. Understanding of HVAC, renewable energy, control systems (e.g., DDC, AMI), and cybersecurity (NIST RMF). Strong written, verbal, analytical, and presentation skills. Proficiency with Microsoft Office tools including Word, Excel, PowerPoint, Teams, SharePoint, Project, and Visio. Education: A four-year
engineering
degree with a minimum of
5 years of experience in energy management
or; An Environmental Science, business or related degree with a minimum of 8 years of experience in energy management. Certifications: Willingness to obtain Certified Energy Manager (CEM) certification from the Association of Energy Engineers (AEE) within one year of employment. Clearance: Must be a US Citizen with ability to pass a federal background investigation needed to obtain and maintain a Department of Defense (DOD) issued common access card (CAC).
