Emergency Telecommunicator - Part Time

General Summary Under the general supervision of the Executive Director, the Deputy Director and the Supervisors, the emergency telecommunicator (dispatcher) performs the following job responsibilities:
Receives, processes and dispatches 9-1-1 calls and non-emergency calls for police, fire and/or emergency medical services.
Maintains a customer service attitude and handles a large volume of calls or contacts under stressful conditions.
Essential Duties and Responsibilities
Receives incoming telephone calls for assistance; obtains information for type of service needed, classifies the complaint, determines priority, questions caller, enters information into CAD, and prior to EMD training may give pre-arrival medical instructions.
Dispatches police, fire, or medical units with detailed information, monitors units, tracks calls, and assists with street location guidance.
Operates LEIN computer, handles queries, advises officers on wanted responses or special broadcasts.
Handles non-emergency calls and refers callers to appropriate agencies.
Trains new dispatchers until they can function independently.
Performs minor equipment maintenance or notifies repair authorities.
Controls access to the Center for authorized personnel.
Participates in community education and promotional activities.
Assists with interviews for dispatcher positions and contributes to selection.
Acts as on‑duty warning coordinator, monitors and disseminates public warning information.
Makes decisions on unusual situations and resolves questions within the center.
Provides clerical and janitorial support as assigned.
Incidental Duties and Responsibilities
Attend training or seminars as specified, which may include travel.
Maintain EMD and CPR certification.
Maintain Michigan Emergency Telecommunicator training standards.
Qualifications Education
High school diploma or equivalent. Must complete LEIN operator certification, CPR, Emergency Medical Dispatch (EMD) certification, and Emergency 9-1-1 Service Standards of Training as adopted by the Department of Licensing and Regulatory Affairs, Michigan Public Service Commission. Continuation of certification every two years.
Experience
Preferred prior experience in a 911 center. Experience with public communication, preferably in a telephone or data entry capacity, and at least two years of experience demonstrating confidentiality, loyalty, professional communication, and teamwork.
Knowledge, Skills, and Abilities
Oral and written communication skills; ability to understand and relay concise, complex instructions.
Remain calm and handle crises professionally.
Multi-task at a high level in emergency and non-emergency situations.
Use tact, diplomacy, and understanding of diverse backgrounds.
Willingness to work varied shifts including weekends, holidays, and overtime.
Pass extensive background investigation.
Maintain professional and polite communication with public and agencies.
Perform accurately and efficiently in emergency situations.
Coping appropriately with stressful situations.
Endure prolonged periods of sitting.
Enter and retrieve data from a computer terminal.
Read documents, maps, printouts, and other materials.
Legally operate a motor vehicle.
Operate telecommunications equipment.
Type at a proficient speed.
Physical/Mental Requirements
Function in a stressful environment.
Clear speaking voice.
Visual acuity for reading, proofreading, distinguishing colors.
Hearing acuity per NENA/APCO standards.
Manual dexterity for keyboard use.
Mental capacity for analysis, logic, judgment, and decisions.
Maintain confidentiality of business conducted at the Center.
Maintain effective relationships with employees, agencies, and public.
Working Conditions/Environment Works in a secure dispatch center with continuous flow of emergency calls. The employee must hear, communicate, read, view, use data on a computer, and perform repetitive keystrokes. Must be mobile in an office setting with ability to stand, sit, stoop, kneel, and use hands/fingers/arms for reaching, handling, and feeling.
Dispatch center operates 24/7; employee must work 12‑hour shifts, holidays, overtime (including mandatory overtime), and be available to work scheduled days off in emergencies.
