POSITION SUMMARY The City of Port St. Lucie is an equal opportunity employer. This position requires the applicant to successfully pass a drug screening. Responsible technical work inspecting and monitoring contractors during City construction projects and commercial projects (road, drainage, landscaping, irrigation, and water/sewer). Facilitates the development of public trust and confidence in the City. This position is considered an “Essential Position” for the purpose of Emergency Management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during City of Port St. Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials.

ESSENTIAL DUTIES

Keeps the mission, vision, and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives; maintains high levels of work and productivity by generating innovative solutions to work situations.

Reviews and interprets construction plans.

Inspects and monitors the construction of certain capital improvement projects (road, drainage, and water/sewer). Notes and reports any deficiencies.

Interprets plans and specifications for deviations from specified construction procedures to ensure compliance with regulations governing construction.

Measures distances to verify accuracy of dimensions of structural installations and layouts.

Inspects and monitors all restoration efforts related to excavations: backfill, compaction, concrete/asphalt repairs.

Prepares field sketches as needed.

Inspects on‑site drainage and on‑site paving aspects of commercial construction projects.

Makes field checks, prepares reports, maintains records, prepares quantity take‑offs as needed.

Maintains daily log of construction and inspection activities.

Examines workmanship of finished installations for conformity to regulatory standards and approves installation.

May prepare sketches of construction installations that deviate from plans and reports such changes for incorporation on master plans or as‑built drawings.

Investigates and addresses complaints arising from assigned city projects.

May be required to work hours other than standard day shift.

Works during emergency situations as required.

Regular and punctual attendance.

Other duties as may be assigned.

MINIMUM QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND/OR EXPERIENCE Graduation from an accredited high school or possession of an acceptable equivalency diploma required. Two (2) years of progressively responsible experience involving civil engineering and/or related construction and inspection or construction project supervision required. Experience in roadway, sidewalk and stormwater construction inspection is required.

CERTIFICATES, LICENSES, REGISTRATIONS

Possession of valid driver’s license and maintenance of clean driving record required with the ability to obtain a valid Florida driver’s license within 30 days from date of hire.

Florida Stormwater, Erosion, and Sedimentation Control Inspector Training & Certification required, or the ability to obtain within six (6) months from date of hire.

Florida Department of Transportation Advanced Maintenance of Traffic (MOT) Certification required, or the ability to obtain within nine (9) months from date of hire. Required MOT training must be maintained and current at all times.

KNOWLEDGE, SKILLS, & ABILITIES

Knowledge of roadway, sidewalk, and drainage construction methods, governmental laws and policies pertaining thereto.

Knowledge of City Codes of Ordinances, Florida Department of Transportation (FDOT), Americans with Disabilities Act (ADA), Public Works Engineering standards and specifications.

Knowledge of basic engineering methodology and inspection techniques.

Knowledge of project evaluation and review techniques and ability to work with computerized project management software applications.

Knowledge of the City’s stormwater drainage system.

Knowledge of the City’s and department’s policies and procedures preferred.

Ability to read and interpret construction design prints; to prepare material take‑offs and as‑built drawings, inspect projects to assure that new construction is performed according to specifications; to note and report deficiencies and improper construction methods; to monitor job progress; to assure that field sketches and cost estimates are accurate; to practice and enforce good safety procedures; to present and maintain a high organizational image and maintain good public relations.

The employee works with hazardous power tools and is exposed to heights up to 30 feet. The noise level in the work environment is usually moderate to loud.
