Position Overview The
Procurement Contracts Specialist
will be responsible for managing the full lifecycle of procurement and contract administration for government construction projects. This role requires strong knowledge of
FAR, DFARS, and agency‑specific contracting requirements , as well as experience supporting project teams, subcontractors, and suppliers in a regulated environment.
This position is critical to ensuring compliance, cost control, and timely execution across HuGus Group’s government contracts.
Key Responsibilities Government Contract Administration
Support procurement and contract administration for federal, state, and local government construction projects
Interpret and apply FAR, DFARS, and agency‑specific clauses (NAVFAC, USACE, GSA, etc.)
Assist with proposal reviews to ensure compliance with solicitation requirements
Maintain contract files in accordance with government audit standards
Procurement & Subcontracting
Prepare and manage RFPs, RFQs, IFBs, and subcontract agreements
Conduct subcontractor and vendor evaluations, including responsibility and compliance checks
Coordinate subcontract agreements, change orders, and closeouts
Ensure flow‑down of required FAR clauses and contract provisions to subcontractors
Compliance & Risk Management
Ensure compliance with small business and subcontracting requirements, wage determinations (Davis‑Bacon & prevailing wage), Buy American Act (BAA) / Trade Agreements Act (TAA)
Support audits, compliance reviews, and contract file inspections
Track certificates of insurance, bonds, and contractual requirements
Cost & Documentation Management
Assist project managers with procurement schedules and cost tracking
Maintain detailed procurement logs, submittals, and documentation
Support invoice review and payment processing related to contracts and subcontracts
Cross‑Functional Coordination
Work closely with Project Managers, Superintendents, Accounting, and Executive Leadership
Support internal reporting related to procurement status, risks, and compliance
Assist with contract modifications, equitable adjustments, and claims support as needed
Qualifications & Experience Required
3–5+ years of experience in procurement and contract administration, preferably in government construction
Working knowledge of FAR and DFARS; government subcontracting requirements; construction contracting and procurement processes
Experience supporting federal or military projects preferred
Strong documentation, organizational, and analytical skills
Proficiency in Microsoft Office (Excel, Word, Outlook)
Preferred
Experience with NAVFAC, USACE, GSA, or other federal agencies
Familiarity with 8(a), small business, or MBE contracting environments
Experience working for a general contractor or construction management firm
Bachelor’s degree in Business, Construction Management, Contract Management, or related field
CPCM, CFCM, or similar certification a plus
