Job Description The Project Manager (PM) is responsible for the overall planning, execution, control, and successful delivery of the IBM Maximo Application Suite (MAS) 9.x upgrade, cloud migration, maintenance, and ongoing consulting services for NYC DOT Staten Island Ferry (SIF). The PM ensures that all workstreams are delivered in compliance with DOT standards, contractual requirements, schedules, and budget constraints. The PM serves as the single point of contact between DOT/SIF, IBM, technical advisors, and the consulting team.
Key Responsibilities
Lead end-to-end project lifecycle for MAS 9.x upgrade, including initiation, planning, execution, stabilization, and post-go-live support.
Develop and maintain project plans, schedules, staffing plans, budgets, RAID logs, and work breakdown structures.
Provide regular written status reports to DOT to accompany invoices, including risks, mitigation strategies, and progress updates.
Coordinate onsite and remote resources in accordance with DOT direction and project phase requirements.
Facilitate project governance meetings, technical workshops, UAT cycles, training coordination, and go-live readiness reviews.
Oversee subcontractors and cross-functional teams, ensuring quality assurance and contractual compliance.
Manage scope changes, issue resolution, escalation, and change control processes.
Ensure alignment with DOT cybersecurity, documentation, and compliance requirements.
Qualifications
Bachelor’s degree in Information Technology, Engineering, Business, or a related discipline.
Minimum 8–12+ years of IT project management experience.
Demonstrated experience managing Maximo or Enterprise Asset Management (EAM) implementations or upgrades.
PMP certification strongly preferred; Agile or Scrum Master certification a plus.
Preferred Experience
Prior experience supporting government agencies or transportation entities.
Experience managing Maximo 7.6 → MAS 8/9 upgrades in regulated environments.
