Under general supervision, assists in the development and review of purchasing practices, procedures, methods, goals, and objectives. Coordinates the processing of formal bids; prepares legally compliant advertisements; develops requests for proposals; provides comprehensive pre-bid assistance to departments; and performs related duties as required. Essential duties and responsibilities may include, but are not limited to the following: Perform a wide variety of complex, responsible, and confidential duties. Conduct formal pre-bid meetings; receive and review bid documents; prepare proposals and special project materials; conduct formal bid openings; review bids for compliance; and assist in the evaluation processes. Prepare and review contracts, purchases requisitions, and purchase orders. Provide staff training and support continuous improvement initiatives. Review and analyze requisitions to determine sources of supply; contact vendors regarding pricing, quotations, and specifications. Assist in preparing bid specifications and other documents related to the procurement of supplies, equipment, and materials. Confer with departmental representatives to assess purchasing needs; coordinate with vendors and receiving departments regarding deliveries. Assist in maintaining the inventory record system for stock items and consumable supplies. Compose and oversee the preparation of routine purchasing correspondence and bid documents. Assist in coordinating cooperative purchasing programs with City departments and external agencies. Establish and maintain effective working relationships with internal and external customers. Perform other duties necessary for daily department operations. Monitor, coordinate, and audit the daily operations of related contracts, agreements, proposals, and grant projects. Recommend changes to programs, contracts, or rental agreements. Conduct surveys and perform research and statistical analyses as assigned. Prepare budget recommendations for assigned areas of responsibility. Track citywide vendor expenditures to ensure adherence to budgetary limits. Compile monthly and annual operational reports. Meet with the City Attorney to discuss legal matters related to departmental projects. Maintain accurate project records, documentation, and supporting materials, and ensure proper disposition. Interpret and apply federal, state, and local regulations and guidelines. Travel offsite to assess contract compliance; interview sales staff, manufacturers, and vendors; and attend product demonstrations. Assist in administering the e-procurement software system and web-based bidding processes; provide related training for internal and external customers. Safely operate City vehicles and equipment. Education and Experience

High school diploma or GED equivalent with an Associate Degree in Finance, Accounting, Public Administration or a closely related field, and three (3) years of advanced administrative/procurement activity performing complex specialized duties, preferably within a municipal agency. License(s)/Certifications

Must possess and maintain a valid California Class C driver’s license upon hire and throughout employment with the City of Victorville. Knowledge of

Federal, state, county, and City regulations related to purchasing methods and practices. Materials, supplies, and equipment commonly used in municipal services and their sources. Principles and procedures of financial record keeping and reporting. Laws and regulations applicable to the formal bidding process. Modern office practices, procedures, and equipment, including Microsoft Word,PowerPoint, Excel, and Outlook. Business writing, including proper grammar, punctuation, spelling, and vocabulary. (Must be performed with or without reasonable accommodations) Work is performed in an office environment in close proximity to other employees. On-site presence is required. Incumbents may be exposed to conditions typical of a business office. Work involves moderate physical demands, including sitting, standing, walking, lifting, and carrying boxes up to 50 pounds or using a hand dolly. Must be able to see and hear within normal ranges (with or without correction), communicate clearly in both spoken and written form, and be easily understood. Must have the stamina to work long hours or overtime as assigned and be willing to work an irregular schedule, including weekends, holidays, evenings, and varying shifts.
