General Description Performs professional level human resources‑related duties in some or all of the following functional areas: employee relations, training, employment, reporting, and coaching.

Essential Job Functions

Advocates building organizational culture through aligning decisions with core values including integrity, honesty, respect, diversity, innovation, accountability, and communication.

Oversees and coordinates the onboarding and pre‑employment process for new employees.

Schedules and coordinates pre‑employment drug testing and physical examinations as required.

Reviews onboarding packets to ensure completeness and accuracy prior to final approval.

Evaluates and recommends new programs, assists with implementation of new software packages, and troubleshoots software system problems.

Represents the Board of County Commissioners at job fairs and recruitment events; assists with planning and implementation of recruitment initiatives.

Administers the Board of County Commissioners Tuition Assistance Program, including communication, tracking, reporting, and reimbursement processing.

Posts job announcements, screens employment applications, participates in interviews, and assists with the recruitment and selection process.

Advises applicants of job opportunities and position requirements.

Assists with public records requests and records management, archiving documents appropriately, and reviewing with the Human Resources Manager prior to finalizing.

Maintains accurate and up‑to‑date human resources files, records, and documentation; maintains the integrity and confidentiality of such files and records and ensures all records retention requirements are met.

Ensures compliance with all applicable Federal, State, and local employment laws and regulations.

Assists with administration of the County’s drug and alcohol testing program including pre‑employment, random, post‑accident, reasonable suspicion, and return‑to‑duty testing.

Participates in the development and implementation of HR policies, procedures, programs, goals, and objectives.

Conducts research; collects, analyzes, and prepares statistical data and management reports; presents findings and recommendations.

Responds to inquiries from applicants, employees, and the public regarding HR programs, policies, procedures, and employment opportunities.

Provides guidance to supervisors and managers throughout the interview and selection process.

Enters and maintains employee information in the Human Resources Information System (HRIS).

Assists with administration of Family and Medical Leave Act (FMLA) processes.

Conducts job audits and assists with determining proper classification, FLSA status, EEO designation, and salary grade.

Assists with salary surveys and compensation analysis.

Drafts correspondence in response to requests from employees, citizens, and external partners.

Maintains standard operating procedures for assigned HR functions.

Provides back‑up support for front office operations and telephone coverage.

Prioritizes and manages time‑sensitive assignments to ensure timely completion.

Maintains strict confidentiality and discretion when handling sensitive human resources information.

Must demonstrate commitment to our mission, vision, values and goals and represent the County in a professional, dignified manner at all times, both in actions and appearance.

May have a role in the County’s disaster preparation and/or disaster recovery efforts, as designated in the County Comprehensive Emergency Management Plan; may be required to work before, during and/or after an emergency.

Must be able to meet minimum attendance standards.

Performs related duties as required.

ESSENTIAL PHYSICAL, VISUAL AND COMMUNICATION SKILLS The physical requirements are that of sedentary work and include exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Walking and standing are required occasionally. The job requires fingering such as picking, pinching, typing or otherwise working primarily with fingers rather than the entire hand. Repetitive motion of the wrists, hands and/or fingers is inherent. The employee may be required to operate a motor vehicle to attend advertising/promotional activities. The position requires close visual acuity to prepare and analyze data and figures, transcribe, view a computer terminal, perform extensive reading, conduct visual inspections involving small defects, small parts, or operation of machines (including inspection), use measurement devices, and/or assemble or fabricate parts at distances close to the eyes. The role demands clear spoken expression or exchange of ideas, conveying detailed or important spoken instructions to others accurately, loudly or quickly. The employee must perceive the nature of sounds at normal speaking levels, with or without correction, and must be able to receive detailed information through oral communication and make discerning sound judgments.

Environmental Conditions The working environment involves everyday risks or discomforts that require normal safety precautions and is nearly absent of potentially disagreeable elements, such as irate customers, outdoor weather conditions, excessive noise, extreme temperatures, odors, dust, etc. The employee is not substantially exposed to adverse environmental conditions (such as in typical office or administrative work).

Required Knowledge, Skills And Abilities Knowledge of standard principles, practices and techniques of human resource administration; applicable federal, state, and local laws, rules, regulations and/or statutes. Experience operating a personal computer and proficiency in word processing, spreadsheet and/or database programs. Ability to perform creative and business proofreading, editing, writing and research; verbal communication; public speaking. Ability to plan and organize schedules; follow complex oral and written instructions; compile, interpret and analyze data and information; interpret and apply applicable laws, rules and regulations; effectively present information in one‑on‑one and small group situations to customers and other employees of the organization; effectively represent the County and the department in answering questions, responding to inquiries, providing assistance, and dealing with concerns from the public, community organizations, other County staff and other agencies; establish and maintain effective working relationships with public officials, employees and the public. Strong analytical, organizational, and project management skills with excellent attention to detail.

Minimum & Preferred Qualifications

Bachelor’s Degree from an accredited four‑year college or university in Human Resource Management, Business Administration, Public Administration or closely related field; supplemented by one (1) year of responsible experience in human resources or related field; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Human resources experience with a state or local government is preferred.

Must be computer literate and capable of a minimum typing speed of 35 words per minute.

Experience with Microsoft Word and Excel required.

Licensure And/Or Certifications

Requires a valid driver’s license at the date of hire and to maintain said license while employed.

PHR/SPHR and/or SHRM‑CP/SHRM‑SCP is preferred.
