Office Specialist II – Code Board Clerk
The County of Volusia is seeking an experienced Office Specialist II – Working Title: Code Board Clerk. The position is located in DeLand, Florida and will support the Code Enforcement Board (CEB) and Compliance Officers. The office specialist will coordinate referrals from multiple departments, prepare cases for hearings by the CEB or Special Magistrate, and act as the CEB liaison.
The role requires knowledge of board meeting procedures, agenda creation, minute preparation, order drafting, record filing with the Clerk of Court, and issuing liens. The specialist will also provide advanced clerical, secretarial, and receptionist support to a large division.
Illustrative Duties
Acts as the Code Enforcement Board liaison.
Performs all duties of an Office Specialist I.
Coordinates all referral processes for the CEB and Special Magistrate.
Supports and assists the CEB and Compliance Officers.
Provides advanced clerical, secretarial, and receptionist support.
Schedules appointments and manages incoming communications.
Files correspondence and maintains records.
Arranges travel schedules and reservations.
Processes paperwork for accounts payable and purchasing.
Relieves the division director of minor administrative details.
Types technical material and compiles data for division operations.
Coordinates office operations with other county activities.
Has experience supervising subordinates or temporary staff.
Assists in preparing and monitoring annual budgets.
Performs tasks delegated by supervisor requiring discretion.
Completes special assignments or projects with minimal supervision.
Researches and develops material for supervisor's use.
Plans, initiates, and completes clerical and administrative activities.
May be assigned to other county locations as needed.
Attends work on a regular, consistent basis.
Adheres to federal, state, county, and local ordinances.
Responds to emergency situations.
Performs other duties as assigned.
Minimum Requirements
Graduation from high school or possession of a GED.
Four (4) years of progressively responsible secretarial/administrative experience or equivalent.
Two (2) years of post‑high‑school education can substitute for two (2) years of experience.
Demonstrated keyboarding skills may be required.
Valid driver’s license at the time of hire and within 30 days of hire.
Preferred Qualifications
At least one (1) year of experience working in Code Compliance or a related municipal/government process field.
At least two (2) years of experience with Microsoft Word and Excel.
Knowledge, Skills & Abilities
Knowledge of board meeting handling, agenda creation, minute preparation, and CEB order processing.
Knowledge of modern office practices and procedures.
Knowledge of division or department programs and overall responsibilities.
Knowledge of management principles and application to governmental affairs.
Research technique proficiency.
Basic math and business‑English proficiency.
Exceptional written and oral communication skills.
Ability to handle emergency situations and work under stress.
Strong public‑speaking and customer‑service abilities.
Willingness to relocate to other county locations if needed.

Sedentary work, ability to talk, hear, and see with adequate visual acuity.
Requires long periods of computer screen focus and finger dexterity.
Can lift or carry up to 10 pounds.
